Position Specific Description

The Senior Manager of Projects leads the planning and execution of onshore natural gas pipeline and facilities projects from early development through design, permitting, procurement, construction, commissioning, and closeout. The role is accountable for safe, compliant, and commercially disciplined delivery of pipeline, compression, and measurement and regulation projects while directing multidisciplinary internal teams, consultants, contractors, and vendors. This leader establishes execution strategies, manages risk and commercial exposure, and provides clear project performance reporting to senior management. This role can be onsite in our Juno Beach office, or done remotly with travel to Florida and various build sites.

Key Responsibilities

  • Lead multiple natural gas infrastructure projects involving transmission pipelines, compressor stations, and measurement and regulation facilities through the full project lifecycle.

  • Develop and approve project scopes, execution plans, cost estimates, schedules, staffing plans, contracting strategies, and risk registers.

  • Direct engineering, construction, operations, and commissioning interfaces to maintain alignment on scope, schedule, cost, safety, quality, and regulatory commitments.

  • Support permitting, land, procurement functions with necessary data guidance.

  • Oversee preparation of alignment sheets, design packages, construction specifications, bid documents, contractor solicitations, technical and commercial evaluations, contract negotiations, and award recommendations.

  • Manage project controls, including Gantt schedules, manpower curves, production forecasts, cash-flow projections, progress measurement, variance analysis, and executive-level status reporting.

  • Assess execution risks and commercial exposure; lead mitigation planning, contingency use, change control, claims avoidance, and negotiation of contractor and vendor change orders.

  • Ensure project work complies with 49 CFR Part 192, company standards, permit conditions, environmental requirements, and accepted pipeline construction practices.

  • Provide leadership to cross-functional teams; establish priorities, resolve escalated issues, coach staff, and hold internal and external contributors accountable for results.

  • Coordinate with land acquisition and environmental permitting teams to support route development, workspace requirements, agency commitments, construction sequencing, and restoration obligations.

  • Lead project closeout, including commissioning readiness, turnover documentation, as-built records, financial closure, contract reconciliation, and lessons learned.

Preferred Qualifications

  • Bachelor’s degree in engineering, construction management, or a related discipline, or an equivalent combination of education and directly relevant experience.

  • At least 12 years of combined experience designing, permitting, and constructing onshore natural gas pipelines, compressor stations, and measurement and regulation facilities.

  • Demonstrated experience managing complex projects across design, permitting, procurement, contracting, construction, commissioning, and closeout.

  • Working knowledge of 49 CFR Part 192, pipeline construction methods, alignment sheet production, construction bid packages, contract negotiations, change-order management, and project controls.

  • Proven ability to evaluate project risk, commercial exposure, contractor performance, schedule trends, manpower requirements, and production forecasts.

  • Ability to travel to project sites and company locations as required

  • Professional Engineer license, Project Management Professional certification, or comparable construction/project-management credential.

  • Experience managing large capital projects in excess of $50 MM, multiple concurrent projects, or major brownfield and greenfield pipeline expansions.

  • Experience supervising project managers, engineers, construction managers, inspectors, consultants, and contractor organizations.

Leadership and Interpersonal Capabilities

The successful candidate will demonstrate sound judgment, persistence, commercial awareness, and the ability to communicate complex project issues clearly. The role requires a collaborative leader who can build alignment across engineering, operations, land, environmental, procurement, legal, and construction teams; negotiate firmly and professionally; anticipate problems from leading indicators; and make timely decisions while balancing safety, compliance, reliability, cost, and schedule.

Work Conditions

This position is based in Juno Beach FL or can be romote and may include office, field, and active construction-site assignments. The role will supervise or direct engineers, construction managers and junior level project managers and will regularly oversee consultants, contractors, inspectors, and vendors. Schedule flexibility may be required during critical construction, tie-in, commissioning, incident-response, or recovery activities.

Job Overview

This position is responsible for the overall management of assigned organization and projects, to ensure compliance within required budgetary, scheduling, and safety goals. Employees in this role coordinate and manage construction work performed by contractors and/or vendors at the project site or pre-construction efforts at the home office. The successful candidate manages the engineering, procurement and construction oversight-activities necessary to develop, license/permit, erect, start-up, and commence commercial operations.

  • Works collaboratively with resources in various disciplines to determine project priorities and work plans

  • Meets corporate objectives with limited project management, scheduling and estimating resource

  • Manages department resources to provide effective early-stage project development support

  • Ensures projects are efficiently, effectively and safely implemented in accordance with department procedures and policies

  • Verifies constructability, ensures proper resource allocations, assesses field status and resolves issues as needed

  • Leads project meetings and reviews budget, risk tracker, and contingency allocations

  • Interfaces with project's designated management committees, or acts as Executive Director of project activities

  • Supervises activities and/or coordinates activities or groups, such as safety programs, engineering, construction, budget, and analysis and contract administration

  • Oversees commissioning activities to meet corporate objectives, with limited project management, scheduling and estimating resources

  • Performs other job-related duties as assigned
