The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. If you are looking for a new career that will directly benefit the population of LA County, this may be the opportunity for you. The Department of Mental Health is seeking qualified candidates to fill emergency Senior Application Developer vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Senior Application Developer.

Codes, tests, and debugs complex application programs to create new business applications and interfaces or maintains/modifies existing business applications according to program specifications.

Develops work plans and technical documents covering system architecture, conversion, integration, testing, and implementation for a system or complex enhancement to a system.

Develops specifications for complex systems.

Performs unit and modular and integration testing for complex application development/modification.

Writes and executes programs to extract, transform, and load data for more complex system conversions.

Performs quality assurance functions.

Prepares, reviews, and validates technical documents and user manuals.

Leads in the identification, analysis and resolution of complex application problems.

Participates in developing application development methodologies and standards.

Reviews and monitors vendor performance to ensure projects are on time, within budget, and according to specifications.

Assists oversee installation of application software.

Assists lead an application project team.

Assists develop functional requirements.

Assists develop solicitation documents such as requests for information, requests for proposals, requests for quotes, statements of works.

Assists perform database management related activities for a specific application.

Assists develop quality assurance procedures.

Option I: Graduation from an accredited* college or university with a bachelor's degree in Computer Science, Information Systems, or a closely related field and three (3) years of recent**, full-time, paid experience coding, testing, and debugging applications programs.

Option II: One (1) year of experience at the level of Los Angeles County class of Application Developer II.

Option III: Four (4) years of recent**, full-time, paid experience coding, testing and debugging application programs.

*ACCREDITATION: Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE). **Recent is defined as experience accrued within the last five (5) years. You MUST meet the above requirement(s) at time of filing in order to be appointed to fill any vacancies related to this recruitment. NO OUT-OF-CLASS EXPERIENCE WILL BE ACCEPTED.

License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Physical Class 2 – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment.
