Description
Athenix Solutions Group is looking for a Senior Program Analyst in the Annapolis Junction, MD area. You will be supporting a high-visibility DoD/DoW customer responsible for strategic IT investment planning, budgeting, and governance. In order to be successful, you should have extensive experience in the Planning, Programming, Budgeting, and Execution (PPBE) process, federal IT investment management, and executive-level program analysis. You will play a key role in developing budget submissions, supporting Program Objective Memorandum (POM) activities, maintaining data integrity, and ensuring compliance with Department of Defense and USCYBERCOM reporting requirements.
Job Responsibilities:

Support the DoD/DoW Planning, Programming, Budgeting, and Execution (PPBE) process
-
Develop, manage, and maintain Select and Native Programming – Information Technology (SNAP-IT) investment packages
-
Prepare and coordinate Budget Estimate Submission (BES) and Presidential Budget (PB) documentation within the SNAP-IT platform
-
Update financial and program management systems with enacted budget data and maintain data accuracy throughout reporting cycles
-
Provide analytical support throughout the Program Objective Memorandum (POM) process
-
Develop executive-level reports, impact statements, decision briefs, risk assessments, and other analytical products.

Evaluate IT investment data, identify discrepancies, and recommend corrective actions to ensure compliance with Department of Defense CIO and USCYBERCOM guidance
-
Support federal budget formulation activities and CIO-level reporting cycles
-
Prepare structured data packages utilizing rigorous version control and traceability practices
-
Represent senior leadership during governance forums, including Program and Budget Certification Working Group (PBCWG) and Data Quality Working Group (DQWG) meetings
-
Leverage Microsoft 365 applications, Power BI, and data visualization tools to analyze and communicate complex financial and programmatic information
-
Utilize AI-enabled tools and workflow automation technologies to improve data quality, reporting efficiency, and document generation
-
Collaborate across multiple organizations while managing competing priorities and time-sensitive deliverables
Requirements

Active TS/SCI security clearance with a current Polygraph

Bachelor's degree and 10 or more years of relevant professional experience, or equivalent combination of education and experience

Demonstrated experience supporting the Department of Defense PPBE process
-
Extensive experience developing and managing SNAP-IT investment packages
-
Experience preparing Budget Estimate Submission (BES) and Presidential Budget (PB) documentation within SNAP-IT
-
Experience updating financial and program systems with enacted budget information
-
Experience supporting Program Objective Memorandum (POM) development and execution
-
Experience supporting federal IT investment management and CIO reporting requirements
-
Experience with BES certification packages and Capability Portfolio Guidance (CPG) requirements
-
Knowledge of taxonomy management and integration
-
Advanced proficiency with Microsoft 365 applications, including Excel, Power BI, and other data visualization platforms
-
Experience preparing structured analytical products with strong version control and traceability
-
Working knowledge of AI-enabled productivity, workflow automation, or document-generation tools
-
Exceptional written and verbal communication skills with the ability to produce executive-quality documentation

Experience preparing executive decision-quality summaries, risk narratives, and impact statements

Experience supporting large financial portfolios within fast-paced, deadline-driven environments
