Join SOSi as the Deputy Program Manager (Sustainment) at Camp Smith, Hawaii, where you'll help lead the sustainment and modernization of a premier coalition information-sharing enterprise supporting USINDOPACOM. This executive-level leadership opportunity offers the chance to oversee cybersecurity, engineering, portfolio management, and operational execution while advancing the technologies that connect U.S. forces and allied partners across the Pacific. Working alongside government leaders, technical experts, and coalition stakeholders, you'll ensure a mission-critical enterprise remains secure, resilient, and ready for tomorrow's challenges.

Essential Job Duties:

  • Serve as the principal deputy to the Program Manager (PM), assisting in the overall management, coordination, and execution of the contract, and acting on behalf of and in the absence of the PM.

  • Support planning, organization, and oversight of day-to-day contract activities to ensure successful execution of all mission requirements, service level agreements (SLAs), and contractual obligations.

  • Coordinate workforce management, staffing actions, scheduling, personnel accountability, quality assurance, and performance monitoring across the assigned functional areas.

  • Interface directly with Government stakeholders, technical leads, subcontractors, and teaming partners to ensure mission requirements are met efficiently and effectively.

  • Monitor cost, schedule, and technical performance against established metrics; identify variances and implement corrective action plans to resolve organizational, performance, quality, schedule, and management issues.

  • Support resource planning, tasking responses, and financial oversight, including reviewing project objectives and schedules to identify resource, staffing, and funding needs.

  • Identify, track, and mitigate program risks, and provide regular status updates, risk assessments, and performance reporting to senior Government leaders and SOSi program leadership.

  • Apply DoD program management standards, industry best practices, and continuous-improvement principles to strengthen program execution and contract administration.

  • Supervise, mentor, and develop assigned contractor personnel, fostering a collaborative, mission-focused, and high-performing team.

  • Direct sustainment operations across the enterprise, ensuring the availability, maintainability, and lifecycle health of coalition networks, systems, and services.

  • Oversee IT Portfolio Management, aligning capabilities, investments, technology refresh, and modernization roadmaps with USINDOPACOM mission priorities and available resources.

  • Lead the Project Management function, ensuring projects are delivered on schedule, within budget, and in accordance with defined scope, quality, and configuration-management standards.

  • Oversee Exercise Support, ensuring capabilities are engineered, staged, and sustained to meet joint and multinational exercise requirements throughout the theater.

  • Provide leadership over Engineering, including enterprise systems architecture, integration, engineering change management, and technology insertion in support of a stable, scalable environment.

  • Oversee Cybersecurity sustainment activities, including compliance, vulnerability management, Risk Management Framework (RMF) authorization, and continuous monitoring to maintain the security posture and Authorization to Operate (ATO) of enterprise systems.

  • Establish and enforce sustainment metrics, service level agreements (SLAs), and configuration-management discipline across all supported functional areas.

Qualifications

  • Active in-scope TOP SECRET clearance.

  • Bachelor's degree in Business, Management, Engineering, Information Technology, or a related field plus ten (10) or more years of relevant experience, or an equivalent combination of education and experience.

  • Minimum five (5) years of program or project management experience supporting the Department of Defense (DoD) or equivalent U.S. Government organizations, including demonstrated supervisory or team-leadership experience.

  • Demonstrated experience leading sustainment, lifecycle management, modernization, or operations-and-maintenance (O&M) of enterprise IT or network environments.

  • Experience overseeing multiple functional disciplines such as IT portfolio/investment management, project management, engineering, and cybersecurity.

  • Demonstrated experience managing Government contracts of similar size, scope, and complexity, preferably in a CONUS/OCONUS or theater-deployed environment.

  • Strong leadership, organizational, and customer-engagement skills, with the ability to interface effectively with senior and flag/general-officer-level Government personnel.

  • Excellent written and verbal communication skills, including status reporting and executive-level briefings.

Preferred Qualifications

  • Active in-scope TOP SECRET / SCI clearance.

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification; DAWIA / DAU Program Management certification is a plus.

  • Prior experience supporting similar size and scope contracts, or coalition information-sharing programs.

  • Familiarity with Combined Joint All-Domain Command and Control (CJADC2) concepts and multinational/coalition operations in the Pacific theater.

  • Experience managing distributed teams across multiple sites and time zones.

  • ITIL Foundation certification and experience in an ITIL-aligned service delivery environment.

  • Working knowledge of the Risk Management Framework (RMF) and DoD cybersecurity authorization and compliance processes.

  • Experience managing an IT portfolio, technology-refresh, or modernization roadmap in a DoD or enterprise environment.

  • Familiarity with configuration management, ITSM tooling, and enterprise architecture frameworks.
