Program Manager – Burlington County Shelter

Lead the floor. Keep the shelter safe. Build a strong team culture.

Volunteers of America Delaware Valley is seeking a steady, people-first Program Manager to support day-to-day operations at our Burlington County Shelter. Reporting to the Program Director, this role is part of the facility’s treatment team and provides hands-on leadership for Care Managers and assigned staff—overseeing staffing, safety, scheduling, training, and resident accountability to ensure smooth, compliant, and respectful shelter operations.

What You’ll Do:

  • Supervise Care Managers and assigned staff including recruitment support, interviewing, hiring coordination, training, evaluating, and scheduling

  • Provide regular supervision sessions and complete staff performance evaluations

  • Assist the Program Director with on-site training and staff development; assess training needs and ensure attendance

  • Create monthly staff coverage schedules and arrange call-outs/emergency coverage as needed

  • Serve in an on-call capacity—respond to pages/calls and provide emergency coverage when required

  • Oversee ongoing facility safety and security, including sign-in/sign-out procedures and resident accountability

  • Ensure proper orientation of new residents and staff

  • Ensure fire safety compliance, schedule regular inspections, and support life-safety standards

  • Support facility cleanliness and ensure adequate meals are available for clients

  • Conduct or support facility contraband searches under the Director’s supervision

  • Document maintenance needs and life-safety equipment issues per Central Maintenance policy

  • Prepare and submit bi-weekly payroll/timekeeping and personnel actions within required timeframes

  • Oversee bed arrangements for new residents and resident transfers within the shelter

  • Oversee medication monitoring and documentation in the Medication Log; ensure daily shift change processes occur

  • Facilitate and/or co-facilitate House Meetings

  • Collaborate with outside agencies (with Director approval) to meet facility needs

  • Provide direct support to the Program Director and complete other duties as assigned

What You Need:

  • High school diploma or equivalent (minimum)

  • Minimum 2 years human services experience and 2 years previous supervisory experience

  • Effective written/verbal communication skills; basic computer experience preferred

  • Valid driver’s license and ability to meet agency driving standards

  • Ability to pass a criminal background check

  • Ability to handle Protected Health Information and comply with HIPAA Privacy and Security Rules

  • Bilingual abilities are a plus

Why This Role Matters:

Shelters run well when leadership is consistent, calm, and accountable. In this role, you’ll protect safety, support staff performance, and ensure residents experience a structured environment where stability and next steps become possible.
