Summary
This position is in the Department of the Chief Information Officer, Vendor Management Branch. The Vendor Management Branch manages the DCIO portfolio of judiciary-wide contracts, blanket purchase agreements, and enterprise agreements, including overseeing and managing the DCIO purchase card and Contracting Officer's Representative certification programs.
Duties
The Supervisory Program Analyst serves as Chief of the Vendor Management Branch (VMB) within the Policy and Resource Management Division, Office of the Chief of Staff, Department of the Chief Information Officer (DCIO). The Vendor Management Branch provides analytical, consulting, and document review services to DCIO offices in the preparation of solicitations, for IT hardware, software, and service acquisitions. The branch also provides Contracting Officer's Representative support, contract management, and oversight services for major IT contracts and blank purchase agreements (BPAs) throughout the acquisition lifecycle. The incumbent leads a team of acquisition professionals in support of the agency's mission. Overseeing IT-related BPAs will be a key responsibility for this position. Key duties and responsibilities include, but are not limited to: Managing VMB operations and supervising a diverse staff. Setting goals, planning, and implementing programs to achieve those goals; accomplishing work through delegation, mentoring, and coaching staff; aligning duties with staff strengths; supporting a team environment; and fostering respect among team members. Inspiring and creating a positive work environment where employees are motivated to do their best to promote the organizational mission and goals. Overseeing the development of complete acquisition packages, including developing contract requirements, statements of work, market research, independent government cost estimates, and evaluation and performance criteria for IT hardware, software, and services acquisitions. Working directly with senior management on acquisition planning, strategy, execution, and administration, including implementing acquisition and contract management improvement strategies. Offering constructive feedback on acquisition materials produced by program analysts, subject matter experts, and senior managers; editing or rewriting documents when tasked. Interfacing with the Acquisition Management Office leadership and representing DCIO program offices to ensure priorities and goals are met. Providing stellar IT acquisition customer service to AO and court staff by ensuring responses to questions are timely and accurate. Serving as Chair of the CIO's Acquisition Management Board. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience must demonstrate ALL areas defined below: Acquiring information technology hardware, software, and services; Developing or reviewing acquisition documentation, including statements of work, market research, independent government cost estimates, and other pre- and post-award documentation; and Providing acquisition lifecycle and contract management support, including contract administration, oversight, and other activities. Desired/Preferred Skills, Knowledge, and Experience Four or more years of experience in the acquisition of information technology hardware, software, and services. Strong knowledge of and experience with pre-award and post-award acquisition documentation. Contracting Officer's Representative (COR) Level II Certification or higher. Ability to learn and understand complex information technology concepts and requirements. Strong organizational skills and attention to detail. Ability to manage multiple projects with concurrent and shifting deadlines. Proven effective written and oral communication skills.
