SUPERVISORY PROGRAM ANALYST

Summary

You will serve as a SUPERVISORY PROGRAM ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS. This position is in the excepted service and does not confer competitive status.

Duties

• You will serve as Assistant Deputy and fully share with the military manager in the direction of all phases of the organization's programs and work.
• You will validate and assess ship modernization- and ship operations and maintenance requirements.
• You will maintain in-depth knowledge of current DOD goals and objectives, Navy warfighting doctrine, battle force integration, ships, ship systems integration, the state of technology and advancements, etc.
• You will recommend policy and approving POM strategies designed to refine and enhance combat readiness.
• You will serve as the N96 lead for resourcing ship operations, maintenance, and modernization programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1. Performing program analysis for Navy ship operations, maintenance, and modernization portfolios. 2. Developing, reviewing, or executing PPBE documentation (POM, BES, budget exhibits, PBIS inputs). 3. Analyzing ship operations and maintenance program performance data and recommending corrective actions. 4. Utilizing Navy surface combatant readiness drivers, HM&E processes, combat systems, and modernization planning. 5. Preparing senior-level briefs, reports, and decision materials for Flag/SES leadership. 6. Coordinating across multiple stakeholders to integrate surface warfare programs.
