The Minnesota Department of Human Services (DHS) is seeking a highly skilled and detail-oriented Health Care Recipient Billing (HCRB) Analyst to support the administration of Minnesota Health Care Programs (MHCP). This position plays a critical role in ensuring the accurate billing of premiums, fees, and spenddowns that allow Minnesotans to maintain access to essential health care coverage.
The Health Care Recipient Billing (HCRB) team is responsible for maintaining recipient billing accounts and ensuring the accurate invoicing of premiums, fees, and spenddowns for the following Minnesota Health Care Programs:

Medical Assistance for Employed Persons with Disabilities (MA-EPD)
-
MinnesotaCare for Deferred Action for Childhood Arrivals (DACA)
-
Alternative Care (AC)
-
Minnesota Senior Health Options (MSHO)
-
Special Needs Basic Care (SNBC)
The HCRB team collaborates with counties and tribal agencies, Health Care Eligibility Operations (HCEO), the Financial Operations Division (FOD), Minnesota Management and Budget (MMB), and other stakeholders to support accurate billing and eligibility determinations while providing direct customer service to consumers and MHCP staff.
To be successful in this position, the HCRB Analyst must be able to perform the following essential functions:
Serve as a Billing Subject Matter Expert
-
Apply federal and state regulations, policies, and procedures governing MHCP billing programs.
-
Provide clear and accurate guidance to staff, stakeholders, and partners regarding billing requirements, account maintenance, and applicable procedures.
-
Ensure billing activities are completed accurately, timely, and in accordance with program requirements.
-
Interpret and apply billing policies and procedures to complex situations and provide recommendations for appropriate resolution.
Provide Technical and Operational Support
-
Create and maintain reports and other tools that support daily billing operations and management decision-making.
-
Serve as a technical resource for staff and supervisors by providing consultation, training, policy interpretation, and billing guidance.
-
Analyze operational data to identify trends, risks, discrepancies, and opportunities for improvement.
-
Coordinate and support operational activities, assignments, and initiatives that impact billing processes.
Resolve Complex and Escalated Billing Issues
-
Serve as an escalation point for complex billing accounts, discrepancies, and customer concerns.
-
Research, analyze, and resolve complex account issues involving multiple systems, programs, and stakeholders.
-
Reconcile information across multiple sources to identify and resolve discrepancies and ensure accurate account activity.
-
Ensure timely and accurate resolution of priority inquiries while maintaining professional and customer-focused service.
Improve Business Processes and Program Operations
-
Participate in projects and initiatives focused on process improvement, operational efficiency, accuracy, and compliance.
-
Identify opportunities to improve billing procedures, workflows, reports, and system functionality.
-
Recommend and implement process improvements based on operational analysis, identified risks, and stakeholder needs.
-
Support testing, implementation, and monitoring of system, policy, and process changes affecting recipient billing operations.
-
Evaluate the effectiveness of implemented changes and recommend additional improvements as needed.
Minimum Qualifications

Three (3) years of accounting, financial, accounts receivable, healthcare billing, or related analytical experience sufficient to process accounts receivable, reconcile account discrepancies, analyze financial or operational data, and ensure accurate billing activity.
Experience must demonstrate:

Intermediate to advanced proficiency in Microsoft Excel (organize, manipulate, reconcile, analyze, and report data using formulas and functions, sorting and filtering, pivot tables, conditional formatting, and other data-analysis tools).
-
Experience analyzing and reconciling data from multiple sources (identify missing, duplicate, inconsistent, or mismatched information and determine appropriate corrective action).
-
Experience interpreting and applying policies, procedures, rules, or other requirements to complex operational, eligibility, or billing situations and providing technical assistance, consultation, training, or guidance to staff, customers, stakeholders, or business partners.
-
Experience identifying operational issues and recommending process improvements to improve accuracy, efficiency, compliance, or service delivery.
Preferred Qualifications
-
Ability to communicate complex information clearly and effectively, both verbally and in writing, and document findings, decisions, and recommendations accurately.
-
Demonstrated attention to detail and ability to manage multiple priorities while meeting established deadlines.
-
Advanced experience navigating and utilizing Minnesota DHS and/or enterprise systems, such as MAXIS, MMIS, SWIFT, SRU, CRM, FileNet, and SharePoint.
-
Experience working with Minnesota Health Care Programs (MHCP) and knowledge of recipient billing policies, procedures, and processes.
-
Experience analyzing and interpreting billing, financial, eligibility, or operational data using tools such as SQL, Teradata, Excel, Access, or enterprise data warehouses.
-
Project management or project coordination experience, including leading or participating in process improvement initiatives, system implementations, or operational projects.
-
Experience working effectively with individuals from diverse backgrounds, cultures, and communities, including the ability to communicate complex information clearly and respectfully.
