Description

Actuarial Analyst II Harbor Health POSITION OVERVIEW Harbor Health is seeking an Actuarial Analyst II to join our growing team. Sitting at the intersection of traditional actuarial science and data analytics, this role offers the unique opportunity to work cross-functionally across our ACA Individual & Family Plans, Large Group, and Value-Based Care (VBC) portfolios. You will support our core pricing and reserving functions while leveraging data science techniques, predictive modeling, and automation to modernize our actuarial capabilities, analyze financial risk, and optimize our competitive positioning. This is a hands-on role with significant growth opportunity as Harbor scales. We're looking for someone who is willing to learn and build the models themselves, pulls and cleans their own data, and does the unglamorous work alongside the high-visibility analysis. The role is fully remote and open to candidates anywhere in the United States, with as-needed travel to Austin for in-person working sessions, meetings, and team offsites. It reports to the Actuarial Director, with close partnership and direct exposure to the CFO and other members of the Harbor Leadership Team. POSITION DUTIES & RESPONSIBILITIES Advanced Analytics & Predictive Modeling

  • Apply statistical modeling, machine learning techniques (e.g., GLMs, regression models, decision trees), and predictive analytics to improve pricing accuracy, risk scoring, and utilization forecasting.

  • Extract and manipulate large, complex medical claims datasets to build dynamic utilization models and identify emerging cost trends.

  • Design and automate data pipelines and develop interactive dashboards to streamline actuarial workflows, regulatory reporting, and experience studies, and to visualize claims trends and premium yields for leadership.

Individual ACA & Large Group Pricing

  • Support the development of annual Individual ACA rate filings, including the Unified Rate Review Template (URRT) and state-specific filing exhibits.

  • Maintain, modernize, and update Large Group pricing models, manual rates, and rating factors using data-driven insights.

  • Collaborate with the Underwriting team to evaluate large, complex group risks and structure competitive proposals.

Value-Based Care (VBC) & Risk Adjustment

  • Assist in the financial modeling and pricing of provider risk-sharing arrangements, capitation models, and shared savings/downside risk contracts, and track and forecast VBC network performance against established benchmarks.

  • Leverage risk adjustment frameworks (CMS HCC, HHS ACA models, or similar) to project revenue and analyze population risk.

Reserving & Valuation

  • Support the monthly calculation of Incurred But Not Reported (IBNR) reserves using both standard actuarial methodologies and advanced predictive models.

  • Assist in statutory reporting, valuation of health insurance products, and annual statement preparation.

Professional Standards & Growth

  • Apply relevant Actuarial Standards of Practice (ASOPs) and maintain clear documentation of methods, assumptions, and data sources.

  • Actively pursue actuarial exams and the ASA designation.

DESIRED PROFESSIONAL SKILLS & EXPERIENCE

  • Bachelor's degree in Actuarial Science, Data Science, Mathematics, Statistics, Economics, or a related quantitative field.

  • Minimum of 2 exams passed from the Society of Actuaries (SOA) and actively pursuing the ASA designation.

  • 4+ years of actuarial experience with direct experience in the pricing and valuation of health insurance products.

  • Strong SQL skills, with the ability to independently write and debug complex queries (multi-table joins, aggregations, CTEs, window functions) against large, messy healthcare claims and enrollment datasets.

  • Ability to communicate effectively to all levels of the organization and translate complex statistical models into actionable business insights for non-technical stakeholders.

  • Comfort working in a fast-paced, startup environment with evolving priorities and structures.

  • Preferred: Direct experience with a cloud data warehouse (Snowflake).

  • Preferred: Proficiency in Python/GitHub to support modeling and pipeline automation, and in other coding and querying languages such as SAS or R.

  • Preferred: Experience with Medicare Advantage, Accountable Care Organizations (ACOs), government programs, or payor practices around VBC; experience with ACA or Large Group pricing and CMS HCC or similar risk adjustment modeling.

WHAT WE OFFER

  • Competitive salary and incentives

  • Actuarial exam support (study time, exam fee reimbursement, and progression-based recognition) — TBD, to be confirmed with hiring manager and HR

  • Generous PTO

  • 10 paid holidays

  • Medical, Dental, and Vision Insurance

  • 401(k) Investment Plan

  • A growth path that expands with the company, with room to grow into senior strategic finance and corporate development leadership as Harbor scales
