Site specific salary information as follows: Saint Louis, MO: $129,967- $175,029 (includes 20.03% locality) Stratford, CT: $149,408- $197,200 (includes 37.95% locality)

Duties

  • Provides leadership to subordinates and technical guidance to executive/management level representatives from the Military Services, DCMA, and other Government Agencies.
  • Serves as the principal advisor and assistant to the CMO Commander/Director/Deputy.
  • Develops and/or approve CMO level contracting guidance.
  • Provides technical assistance, expertise, and oversight for all subordinate contract management office activities in administering delegated contracts.
  • Serves as the senior civilian 1102 for managerial, advisory, and technical functions of the Contracts group within the CMO.
  • Works with CMO management and key officials in operations planning to develop the organization's primary mission objectives and advise on the contracting implications of proposed decisions.

Qualifications

To qualify for a Supervisory Contract Specialist, resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. AND B. CAP Requirement: 4 years of Acquisition experience. AND C. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with providing direction, maintaining ethical standards, and leading teams in executing complex contract management and operational responsibilities in a high-accountability Department of War (DoW) environment. Leading and/or supervising a group of professionals and technical employees responsible for the oversight and implementation of all contracting processes and initiatives. Developing and/or providing guidance on contracting policies and procedures. Exercising authority over a wide range of personnel actions, including interviewing, selection, awards and disciplinary actions. Overseeing and monitoring employee training.

Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
