Summary
The employee will serve as the Supervisory Public Affairs Specialist at the Northport VA Medical Center, in Northport, NY. The purpose of the work is to plan and conduct a public affairs program for the Medical Center; and support key Medical Center initiatives in support of the Medical Center mission.
Duties
Duties: THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but may not be limited to the following: Assist in the evaluation of an effective public affairs/public relations program in a healthcare environment. Design briefings and training for employees before each media interview. Design various publications and video programs for the facility, such as employee and patient newsletters, various orientation and information videos and program specific brochures. Publicize a variety of special events for patients, employees and general public to support the overall mission of the facility or organization. Prepare a variety of reports about the medical facility's programs for local and national management staff. Manage and update social media sites. Provide training materials to speakers and subject matter experts. Coordinate requests for speakers. Assist in planning various programs and projects to enhance internal and external communication for the organization. Provide support to staff for various events and projects/programs. Advise management of all public affairs activities. Provide tours for visiting dignitaries, officials and other health care representatives. Serve on numerous committees outside of the organization to plan special events and public relation projects with other organizations. Monitor work production and quality of work. Evaluate work performed by subordinates. Provide advice, counsel or instruction to employees on work and administrative matters. Perform other related duties as assigned. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service? This experience must have equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized Experience includes: planning, developing, implementing and evaluating public affairs, media relations, internal communications or community outreach programs; developing communication products such as news releases, speeches, presentations and marketing materials; building and maintaining relationships with media, community organizations, and stakeholders; analyzing communication needs and public response to support organizational objectives; coordinating public awareness campaigns, special events or outreach activities; and applying communication principles and practices to address sensitive issues. NOTE: Your experience must be clearly documented on your resume. Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. You will be assessed on the following Competencies for this position: Conflict Management Influencing/Negotiating Manages Resources Partnering Planning and Evaluating Supervisory Situational Judgment Test. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The work is generally sedentary with walking required during visits and tours of the Medical Center. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials.
