Full job description

Position Summary:

The Community Resource Specialist 2 (CRS2) plays a central role in advancing the goals of the Career Mobility Action Plan (Career MAP), an innovative workforce development initiative launched by the DC Department of Human Services (DHS). This position is responsible for developing and maintaining a strong network of landlords, housing providers, financial coaches, and community-based partners that can support families in achieving housing stability, economic mobility, and long-term self-sufficiency. As well as the responsibility for the robust data reporting to DHS.

Working primarily with families, the CRS2 coordinates critical housing activities, including housing searches, property tours, relocation requests, rent reasonableness reviews, inspections, lease-up documentation, and permanent supportive housing eligibility processes. The CRS2 works collaboratively with participants, Fedcap staff, DHS representatives, landlords, and community partners to ensure housing-related services are timely, compliant, and responsive to each family’s needs.

This position also serves as a key resource for program data collection, quality assurance, analysis, and reporting. As Career MAP is an innovative program designed to evaluate newly developed solutions to the benefits cliff, accurate data and comprehensive reporting are essential. The CRS2 collects and verifies program information, prepares funder-required reports, identifies trends, supports milestone reporting, and provides data-driven recommendations to strengthen program services and outcomes.

What You'll Do

  • Develop and maintain productive relationships with landlords, property managers, housing providers, financial coaches, community-based organizations, and other partners that can support participants in achieving their housing and financial goals.

  • Serve as a primary liaison between Fedcap staff, housing partners, DHS-designated points of contact, and other community resources.

  • Partner with DHS-provided points of contact to connect participants with additional housing and financial coaching resources.

  • Provide warm handoffs to external partners and follow up to confirm that referrals, services, and requested supports were received.

  • Maintain accurate and current information regarding partner services, eligibility requirements, referral processes, and availability.

Housing Navigation & Coordination

  • Coordinate housing searches and schedule property tours with landlords, property managers, participants, and other housing partners.

  • Follow up on housing applications and provide participants with additional support or guidance needed to move the application process forward.

  • Review housing relocation requests for appropriateness and alignment with DHS policies and program requirements.

  • Complete or coordinate rent reasonableness reviews and other required housing workflow components.

  • Support permanent supportive housing qualification processes and coordinate with appropriate partners regarding participant eligibility and documentation requirements.

  • Work with landlords and housing partners to coordinate property inspections, follow-up activities, required corrections, and other lease-up needs.

  • Collect, review, submit, and archive lease-up documentation and other required housing records within the appropriate electronic systems.

  • Identify barriers that may delay housing placement or relocation and collaborate with participants, staff, DHS, and housing partners to develop timely solutions.

Housing Compliance & Quality Assurance

  • Monitor compliance with applicable housing policies, procedures, regulations, and funder requirements.

  • Provide staff and partners with guidance regarding housing requirements, documentation standards, and corrective actions when necessary.

  • Develop and implement data management protocols that support the accuracy, completeness, integrity, and consistency of program-related data.

  • Maintain ongoing documentation and professional records in the Electronic Case Management (ECM) system and other required databases or reporting tools.

  • Document housing activities, partner interactions, participant engagement, program participation, compliance, milestone achievements, employment progress, and other required outcomes.

  • Diligently verify and report participant milestone achievements to DHS through structured reports and other required reporting processes.

  • Collect and document participant success stories that demonstrate program impact and progress toward housing, employment, financial, and family goals.

  • Conduct routine data quality reviews and follow up with appropriate staff to resolve missing, incomplete, or inconsistent information.

  • Maintain documentation in accordance with contractual requirements, confidentiality standards, agency policies, and applicable record-retention procedures.

Data Analysis & Continuous Program Improvement

  • Analyze housing and program data to identify trends, service gaps, emerging participant needs, and opportunities for program improvement.

  • Provide data-driven insights and recommendations to Fedcap leadership regarding housing strategies, resource allocation, service delivery, and participant outcomes.

  • Identify areas of concern or opportunity while compiling reports and communicate key findings to program leadership in a clear and timely manner.

  • Provide advanced data analysis to support program planning, performance management, and the strategic allocation of housing and community resources.

  • Collaborate with senior leadership to develop, evaluate, and refine housing and program strategies based on data trends, participant outcomes, and funder expectations.

  • Monitor the effectiveness of implemented strategies and recommend adjustments when data indicates that additional action or support is needed.

  • Create or update training materials, workflow guidance, resource documents, and other tools that support consistent service delivery.

  • Provide ongoing technical assistance to staff regarding housing workflows, data entry, reporting expectations, and compliance requirements.

Professional Development & Team Collaboration

  • Collaborate with program staff, senior leadership, DHS representatives, and community partners to ensure housing and program services are coordinated, responsive, and aligned with participant needs.

  • Participate in team meetings, case consultations, program reviews, and other collaborative activities that support participant progress and program performance.

  • Observe all Fedcap and DHS policies, procedures, confidentiality requirements, and professional standards.

  • Attend and complete all required trainings, certifications, and professional development activities as scheduled.

  • Contribute to a workplace culture grounded in respect, accountability, collaboration, continuous improvement, and high-quality customer service.

  • Perform other related duties as assigned. This job description is not intended to contain a comprehensive listing of all activities, duties, or responsibilities required of the position.
