JOB DESCRIPTION
Basic Purpose
Leads the planning and delivery of complex, multidisciplinary capital construction projects supporting NV Energy’s general office, operations center, service center, and other company facilities.
RESPONSIBILITIES
Essential Duties and Responsibilities
-
Leads the development and execution of comprehensive project plans, including scope, budget, cost estimates, schedule, cash flow, procurement strategy, resource requirements, risk assessments, communication plans, and required approvals.

Manages capital construction projects through planning, design, procurement, construction, commissioning, turnover, occupancy, and final closeout.

Works with internal customers and stakeholders to identify business and operational requirements, translates requirements into an actionable scope of work, evaluate alternatives, and develop recommendations for approval.

Establishes project objectives, deliverables, milestones, success criteria, roles, responsibilities, and decision-making processes.

Coordinates the development of architectural, civil, structural, mechanical, electrical, plumbing, telecommunications, security, audiovisual, furniture, fixtures, equipment, and other project requirements.

Leads or supports requests for qualifications, requests for proposals, bid evaluations, contractor selections, procurement activities, contract negotiations, and recommendations for contract award.

Administers professional services agreements, construction contracts, purchase orders, and other project agreements.

Coordinates the acquisition of necessary resources, equipment, materials, permits, inspections, regulatory approvals, and site access.

Manages project budgets, commitments, contracts, forecasts, payment applications, changes, approvals, documentation, reporting, and other project-control processes.

Establishes and administers formal change-control processes. Evaluates proposed changes for scope, cost, schedule, operational, quality, and risk impacts before obtaining required approvals.

Identifies, evaluates, documents, and manages project risks and issues. Develops mitigation, contingency, corrective-action, and recovery plans as appropriate.

Identifies emerging cost, schedule, design, procurement, regulatory, contractor-performance, and operational risks and escalates significant concerns in a timely manner.

Measures and communicates project performance through project status reports, dashboards, forecasts, executive summaries, presentations, and project review meetings.

Provides clear, concise, and timely information to project sponsors, customers, stakeholders, and company leadership.

Facilitates project meetings, documents decisions and action items, assigns responsibilities, and follows through to ensure commitments are completed.

Manages construction activities in occupied and operational facilities while minimizing impacts to employees, customers, utility operations, security, safety, business continuity, and other ongoing activities.

Coordinates construction phasing, scheduled outages, utility interruptions, temporary facilities, site logistics, employee communications, and operational transitions.

Ensures that project work complies with applicable company policies, building codes, safety requirements, accessibility standards, environmental requirements, permit conditions, contractual requirements, and local, state, and federal regulations.

Coordinates inspections, testing, commissioning, training, building-system demonstrations, deficiency resolution, operational readiness, and turnover to Facilities Operations.

Leads project closeout, including final acceptance of deliverables, completion of outstanding work, financial reconciliation, project accounting audit and true-up, record-document turnover, warranty documentation, lessons learned, and final project reporting.

Monitors and enforces all compliance requirements for area of responsibility.

Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company.

Performs related duties as assigned.
QUALIFICATIONS
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor’s degree from an accredited school in construction management, engineering, architecture, project management, or a related field and a minimum of five years of progressively responsible construction project management experience.
Candidates who do not possess a bachelor’s degree must have a minimum of 9 years of progressively responsible construction project management experience.
Specialized Knowledge and Skills
Demonstrated knowledge of:

Construction and project management practice including project scope development and scope control.

Commercial and industrial construction methods and sequencing.

Critical Path Method scheduling.

Work breakdown structures, milestones, dependencies, and schedule forecasting.

Capital budgeting, estimating, forecasting, cash-flow planning, contingency management, and cost control.

Construction procurement and contracting methods.
-
Contract administration, contractor performance management, change orders, claims, and dispute resolution.
-
Local, state, and federal permitting requirements.
-
Applicable building codes, life-safety requirements, accessibility standards, and construction requirements.

Construction safety and contractor safety oversight.
-
Quality assurance, quality control, inspections, commissioning, and project closeout.

General building and office systems.

Physical security and access-control systems

Construction activities in occupied and operational facilities.

Project governance, financial controls, document control, and executive reporting.
Demonstrated skills such as:

Leading and directing multidisciplinary project teams.

Managing architects, engineers, contractors, consultants, vendors, and internal stakeholders.

Identifying scope gaps, design conflicts, schedule delays, cost pressures, procurement risks, operational impacts, and contractor-performance concerns.

Developing and implementing corrective-action and recovery plans.

Managing and documenting project decisions, changes, approvals, risks, and commitments.
-
Balancing customer requirements, operational needs, project costs, time constraints, risk, safety, quality, and company standards.

Building consensus among stakeholders with differing priorities.

Effectively negotiating project issues and resolving conflicts.

Communicating technical construction issues clearly to technical and nontechnical audiences.

Preparing concise executive summaries, project updates, dashboards, presentations, recommendations, and decision documents.

Working independently while recognizing when significant risks, decisions, or changes require escalation.

Managing multiple priorities, deadlines, stakeholders, and project assignments.

Maintaining accurate, complete, and audit-ready project documentation.

Work Environment and Physical Demands
General office environment, outdoor utility yard and greenfield land environments. Will require project site visits and out of town travel. No special physical demands required
