Summary

This position is located with Business Operations, Chief Information Office. The Chief Information Office (CIO) develops and manages the Information Technology (IT) systems, applications, operating environments, and resources for USDA's Natural Resources and Environment (NRE) Mission Area, which includes the Forest Service. Duties

  • Proactively develops partnerships with key stakeholders, other agencies, and USDA to provide the best value in the services and solutions developed and offered by the CIO.
  • Advises executive leadership regarding strengthening and improving of programs, service delivery, and modernization.
  • Responsible for the annual review of operations and cost allocations.
  • Sets performance standards for supervisors and other employees in the organization.
  • Provides trusted advice on the relationship of major policy decisions, proposed changes from legislation or regulation on IT delivery, capital planning, budget or staffing levels and their impact on program objectives.

Requirements

Must be a U.S. Citizen or National. Males born after 12-31-59 must be registered for Selective Service or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Selectee is subject to financial disclosure requirements and must submit form OGE-450, Confidential Financial Disclosure Report, within 30 days of appointment and annually thereafter. In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: For the GS-15: Applicants must have at least one year of specialized experience equivalent to the GS-14 grade level. Specialized experience is defined as four or more of the following: Developing policy, standards, and guidelines related to the development and support of information technology (IT) systems and services; and/or Providing guidance on the impact of policy decisions or proposed regulation changes on information technology (IT) delivery; and/or Monitoring the effectiveness and delivery of information technology (IT) services to customers, including gaining consensus on schedules, priorities, and funding for the delivery of supported systems; and/or Providing analysis and development of appropriate cost-sharing models and mechanisms, full cost methodologies, and consumption data; and/or Delivering reliable counsel on the impact of important policy choices, proposed legislation or regulatory changes on IT delivery, capital planning, budget, or workforce levels, and their influence on program objectives. AND Information Technology (IT) related experience must also demonstrate each of the nine competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Decision Making- Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. You will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire. Individuals with veterans' preference are listed ahead of applicants who do not have veterans' preference within each category.
