Summary
This position is located with the Chief Information Office. Incumbent leads by example in defining an organizational culture to ensure that all employees, partners, and stakeholders are treated with respect and civility, and ensures that CIO staff cultivates partnerships with its customers and stakeholders while developing solutions to meet their needs. Duties
- Incumbent is a member of the senior leadership team in the CIO serving the NRE Assistant CIO (ACIO).
- The incumbent is responsible for the delivery of IT infrastructure services and manages a full range of activities which ensure the operational effectiveness and excellence of the business unit in the delivery of platforms and services.
- Determining broad functional assignments for subordinate staff who operate, maintain and support Forest Service infrastructure services.
- Providing trusted advice on the relationship of major policy decisions, proposed changes from legislation or regulation on IT delivery, budget or staffing levels and their impact on program objectives affecting the NRE IT portfolio and CIO programs.
- Prepares written analysis regarding USDA policies, directives, and positions on difficult or complex business and/or information technology issues.
Requirements
Must be a U.S. Citizen or National. Males born after 12-31-59 must be registered for Selective Service or exempt. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period. This is a drug testing designated position. You will be subject to pre-employment and random drug testing. Appointment is based on a negative result. This announcement constitutes 30 days advance notice. In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-15 level: Applicants must have one-year of specialized experience equivalent to the GS-14. Qualifying specialized experience is defined as three or more of the following: Leading a multidisciplinary team responsible for planning and implementing upgrades to enterprise IT infrastructure services across a geographically dispersed agency environment; and/or Serving as a technical advisor to senior executives on integrating major IT programs with enterprise governance processes; and/or Managing the full lifecycle of complex IT programs supporting national mission delivery, including requirements development, acquisition planning, implementation oversight, and performance evaluation; and/or Supervising teams responsible for delivering critical IT infrastructure operations, including hosting, platforms, storage, and enterprise web services; and/or Providing coaching, performance feedback, and conflict resolution support to subordinate supervisors and technical staff. AND Information Technology (IT) related experience and your resume must also demonstrate each of the nine competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Teamwork- Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Technical Competence- Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. You will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire. Individuals with veterans' preference are listed ahead of applicants who do not have veterans' preference within each category.
