Full job description

The Michigan Civil Service Commission is seeking a highly organized and experienced professional to lead the Payroll/Transactions Unit within the Quality of Life (QOL) Human Resources (HR) Office. This manager position plays a critical role in ensuring the accurate and timely processing of payroll and HR transactions across multiple departments. As the Payroll/Transactions Manager, you will coordinate payroll operations, oversee compensation activities, and provide leadership to a dedicated team of HR staff. This role requires strong knowledge of payroll systems, state regulations, and collective bargaining agreements, as well as excellent communication and leadership skills. Key responsibilities include:

  • Managing and mentoring payroll/transaction staff to ensure high performance and professional development.
  • Managing payroll operations to meet compliance standards and operational deadlines.
  • Overseeing compensation activities.
  • Collaborating with internal QOL HR staff and external partners to resolve payroll issues and implement process improvements.
  • Ensuring adherence to Civil Service rules, bargaining unit provisions, and departmental policies and procedures.
  • Supporting system integration efforts and training staff on tools such as SIGMA and HRMN.
