Summary
This position is located within the Computer Investigations and Forensics Division, Office of Cyber Threat and Investigations, Directorate of Cyber and Technology Security, Bureau of Diplomatic Security (DS/CTS/CTI/CIF). CIF's mission is to conduct cyber investigations and provide specialized investigative support to the Department of State through digital forensic analysis, online criminal and counterintelligence investigations, technical investigative and surveillance capabilities.
Duties
- Administers and maintains an automated system to manage requests received for forensic support.
- Reviews and evaluates evidence submissions (computers, cellular telephones, and other digital evidence items) to determine the nature and scope of examination requests.
- Provides advice and consultation to investigative personnel in the proper methods for searching, seizing, and preserving digital evidence.
- Oversees acquisition and maintenance of digital evidence collection equipment and forensic imaging devices.
- Testifies at criminal trials and administrative hearings on evidence handling, chain of custody, storage, and accountability.
Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing the collection and preservation of digital evidence used in support of criminal investigations. Experience tracking digital evidence submissions using automated databases or systems. Experience providing technical support or guidance on digital evidence handling procedures within a forensic or investigative environment. There is no substitute of education for specialized experience for the GS-13 position.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification (MQ) requirements, per the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score. Resumes longer than two pages will be deemed ineligible and will not be considered further. Responses to questions that are not fully supported by your resume may result in a rating adjustment. You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics): Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the alloted timeframe. Your score from the external assessment (i.e. Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. Top applicants may be referred to the hiring manager for further consideration. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: Skill in collecting digital evidence. Knowledge of compliance and investigative techniques. Skill in using digital forensics software for analysis. Skill in oral and written communication sufficient to prepare and present proposals and guidelines. Skill in forensic imaging and extraction. Ability to liaise with others. This announcement used the set number of highest-ranked eligibles. All candidates tied at the cut score will be referred. method under 5 CFR §332.402 to refer candidates to the selecting official for further consideration and possible interview. We will provide the selecting official a sufficient number of names, when available, to consider at least three candidates per vacancy.
