Summary

Located in the Bureau of Diplomatic Technology, Office of the Chief Information Officer (DT/CIO). Serves as a Supervisory IT Specialist for the Office in providing authoritative analyses and advice for the CIO concerning the organizational structure, strategic resources and processes and capabilities needed to furnish global IT support for the Department across the enterprise.

Duties

  • Provides strategic advice and executive support to the CIO, coordinating high-priority IT, cybersecurity, policy, operational, and management matters that affect the Bureau and Department's global technology mission.
  • Leads and coordinates cross-cutting Bureau initiatives, working with senior leaders and stakeholders to establish priorities, resolve complex issues, assess operational impacts, and ensure timely execution of CIO decisions and priorities.
  • Directs the activities of the CIO's executive support staff, establishing work priorities, overseeing performance and resources, and ensuring effective coordination of executive-level taskings, briefings, engagements, and special projects.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards; Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs; Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience; Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. Anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing senior-level advice and oversight for complex IT programs, including developing policies, strategic plans, program priorities, and recommendations that support enterprise-wide mission objectives. Experience advising senior executives and coordinating high-profile IT initiatives across multiple organizations, including analyzing complex issues, developing executive-level recommendations, leading senior-level engagements, and representing organizational priorities. Experience supervising a multidisciplinary workforce, including establishing priorities, assigning and evaluating work, managing performance and resources, overseeing contractors, and resolving complex organizational or operational issues. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review by subject matter experts will be conducted for the top qualified candidates based on the combined total score. Your score from the external assessment Supervisory will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. The assessment is a measure of the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: Ability to provide leadership, authoritative guidance, decision making, and management for an IT program. Knowledge of strategic planning, performance management, and policy development initiatives Knowledge of information management policies, standards, practices, and systems Ability to provide leadership, authoritative guidance, decision making, and management for an IT programs Ability to liaise and build consensus with internal and external groups Ability to communicate in orally and in writing.
