Summary
This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Compliance, Risk, and Remediation (CRR)/Software Product Management (SPM), serving as an IT Specialist providing project and product governance, oversight, tools, reporting, and mentoring to ensure IT systems meet customer acceptance and production requirements.
Duties
Major Duties: Applies quality assurance and quality control principles, methodologies, and quantitative and qualitative analytical methods to analyze complex VA programs, operational, product, and business data; identify trends, patterns, outliers, risks, and data quality issues; and recommend opportunities for improvement. Develops and evaluates reporting requirements, success criteria, performance metrics, data quality measures, and reporting mechanisms used to assess VA programs, products, processes, and operations; applies quality assurance and quality control practices to promote accurate, complete, consistent, and reliable reporting. Designs and develops interactive business-intelligence dashboards, reports, and other analytics data products using tools and technologies such as Power BI, Tableau, SQL, and similar data visualization and analytics tools. Collects, assesses, verifies, and validates data from VA systems and authoritative data sources and applies quality assurance and quality control methods to evaluate data availability, completeness, traceability, consistency, accuracy, and overall fitness for analytical and reporting purposes. Works with VA business, program, technical, and executive stakeholders to identify information needs, establish criteria, quality measures, and performance metrics, and translate business requirements into analytical solutions, findings, and actionable recommendations oversight. This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work role: Cybersecurity Code 801: Program Manager. Leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities. Cybersecurity Code 802: IT Project Manager. Compressed/Flexible: Available at Supervisors discretion. Telework: ADHOC, as determined by Agency Policy. Virtual: This is not a virtual position. Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized PCS Appraised Value Offer (AVO): Not Authorized. Physical Demands: Work is primarily sedentary but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort. Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office setting or remote teleworking via computer and telephone. There is occasional noise from normal office equipment. Some unscheduled work hours are required. Occasional travel is required to attend meetings, conferences and specialized technical training. This is a Non-Bargaining Unit Position. Requirements

You must meet the Minimum Qualification Requirements, Specialized Experience, and Selective Placement Factor to qualify for this series as described below: Minimum Qualifications Requirements EXPERIENCE: To qualify for this position, you must have information technology-related experience demonstrating all of the four competencies listed below. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience conducting analyses of enterprise-level data and performance metrics to identify trends, patterns, and actionable insights; applying analytics methods, data quality principles, and quality control methodologies to support the governance, oversight, accuracy, consistency, and continuous improvement of metrics and analytical products; and developing, maintaining, and evaluating enterprise metrics, performance measures, and data products, including dashboards, reports, and data visualizations. -AND- SELECTIVE PLACEMENT FACTOR: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Experience developing business intelligence and analytics data products using Power BI, Tableau, SQL, or comparable business intelligence, data visualization, or data querying technologies; analyzing, integrating, and transforming data from multiple data sources; developing dashboards, reports, metrics, and data visualizations that effectively communicate trends, findings, and analytical insights to stakeholders; and applying data validation, quality assurance, and quality control methods to identify data issues and ensure the accuracy, consistency, and reliability of analytical outputs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
