DIVISION: TREASURY REPORTING LOCATION: 901 BAGBY ST., 10TH FL. WORKDAYS & HOURS: MONDAY - FRIDAY 8AM - 5PM* *Subject to change

DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS The Office of the City Controller is seeking a Treasury Analyst to support the City of Houston’s banking, debt, and treasury operations. This role is responsible for day-to-day treasury functions, including banking management support, trade execution workflows, banking operations, cash management activities, and reconciliation across the City’s treasury accounts.The ideal candidate will demonstrate strong financial analytical skills, a solid understanding of banking structures and processes, precise operational capability for executing and managing banking transactions, and the ability to coordinate complex, high-volume workflows in a municipal environment. Duties will include:

  • Short term Debt Service Payments for Commercial Paper Liquidity Fees, CUS C&E, AIRPORT, VRDOS.
  • All include Facility (Quarterly), Remarking Fees (Quarterly), Pay Agent (weekly/monthly), random Attorney General payment fees when needed, Interest Fees(monthly), and Drawer Fees monthly.
  • Send out Quarterly Compliance Reports to Bank Representatives
  • CWA Debt Service Payments twice a year for HPW (Finance)
  • IssuE out wire numbers for departments when needed and processing wires if need be.
  • HCAD PAYMENTS (quarterly), PCARD, Sales and Use Tax, US customs (monthly scheduled)
  • Send various payments for other departments when requested. Housing wires
  • Pay invoices from Bond work is needed and required.
  • 2nd Holder of the Banking Contract and contact person.
  • Monitor debt service schedules, calculates interest payments, communicates with departments on appropriate payment sources, and prepares payment vouchers for the City’s debt instruments.
  • Perform banking functions, which include wire transfers, positive pay functions, commercial paper wire payments, etc., and ensures compliance with established procedures.
  • Assist in renewing banking contracts, evaluating bank fees and preparing banking protocols.
  • Act as the City’s Security Administrator for the on-line banking system. Setup up repetitive coeds for wire functions and provide assistance to others users.

WORKING CONDITIONS This position is physically comfortable with discretion of walking, standing, etc. Essentially normal office environment with acceptable lighting, temperature, and air conditions.EDUCATION REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Finance or a closely related field.

EXPERIENCE REQUIREMENTS Three years of progressive professional experience closely related to the activities of the division are required.

A Master's degree in Business Administration, Accounting or a closely related field may be substituted for two years of the above experience requirement.

LICENSE REQUIREMENTS None.Preference will be given to candidates with Financial Accounting Experience with an emphasis on data analysis, financial reporting, and banking (depository services). SAP experience is ideal. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION / SKILLS TESTS REQUIRED Department may administer skills assessment test.

SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

PAY GRADE: 21
