Job Summary: The Financial Analyst provides advanced financial analysis, reporting, and forecasting support to assist the Harris County Tax Office in well-informed decision-making. Key responsibilities include processing financial and operational data from multiple sources to develop reports, identify trends, explain financial variances, create models, and provide actionable insights to leadership. Strong analytical and critical thinking skills are essential for success in this role.

Essential Duties and Responsibilities: Financial Reporting and Analysis:

  • Develop and maintain dashboards and performance reports that provide visibility into key business metrics.
  • Produce accurate and timely weekly, biweekly, monthly, quarterly, and annual financial reports. Identify trends, investigate variances, and communicate key findings.
  • Present insights, recommendations, and risks to leadership.

Forecast & Modeling Support:

  • Analyze historical and current data, assist with scenario analysis, and evaluate potential financial impacts of operational and legislative policy changes.

Ad Hoc Financial Analysis:

  • Conduct special projects and financial analysis as needed.
  • Gather data from financial systems, ERP platforms, accounting records, operational databases, spreadsheets, and other relevant sources.

Process Improvement and Data Management:

  • Identify and lead process improvements that increase efficiency, automate reporting, and improve financial accuracy.
  • Lead or support initiatives to enhance financial processes, create process mapping, identify workflow efficiencies, and resolve recurring issues.

Cross-Functional Collaboration & Coverage:

  • Collaborate with the Reconciliation, Disbursement, and Revenue Managers to provide reporting while ensuring alignment.
  • Contribute to cross-departmental projects requiring financial analysis expertise.
  • Provide documentation, explanations, and operational support for internal and external audits related to budget and P-Card activity.

Leadership Partnership & Departmental Communication:

  • Partner with managers, directors, and senior leadership on KPIs, workload trends, staffing needs, policy changes, and department priorities.
  • Respond to ad hoc budget and financial inquiries and perform other duties as assigned.

  • Bachelor’s degree or higher in Accounting, Finance, or a similar field.

Experience:

  • A minimum of three (3) years of relevant experience
  • Proven experience analyzing financial data from multiple sources and validating information for accuracy and consistency
  • Experience with financial modeling, forecasting, variance analysis, and management reporting
  • Strong organizational and communication skills.
  • High attention to detail and ability to meet deadlines under pressure.

Knowledge, Skills, and Abilities:

  • Advanced proficiency in Power BI, Power Automate, and Microsoft Office Suite
  • Proficient in data analysis, variance analysis, data interpretation, and forecasting
  • Skilled in managing multiple assignments, prioritizing tasks, and maintaining workflow efficiency
  • Detail-oriented and comfortable performing repetitive tasks with consistent accuracy and efficiency
  • Demonstrates a professional attitude, appearance, and strong interpersonal communication
  • Collaborative team player with the ability to resolve issues independently and work with urgency and precision in a deadline-driven environment.
  • Excellent verbal, written, and reading comprehension skills
  • Requires strong technical knowledge and independent judgment
  • Ability to maintain confidentiality and exercise discretion when handling sensitive financial and operational information

  • Work is performed primarily in an office setting, subject to frequent interruptions, with extensive work at a computer workstation.
  • Flexibility to work evening and weekend hours, dependent upon business needs.
  • Occasional travel to conferences and training sessions may be required.

Physical Demands:

  • Sedentary role with medium physical effort required; however, it may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting to 30 lbs. or similar activities (e.g., filing, delivering, sorting).
  • Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).

Employment may be contingent on passing a drug screen and meeting other standards.
