DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSManages and coordinates key Accounts Receivable, revenue, billing, cash management, and financial reporting activities for the department. This role requires strong knowledge of financial operations, accounting principles, internal controls, and departmental revenue processes

Duties include the following:

  • Manage departmental Accounts Receivable, revenue, billing, cash management, and financial reporting operations.
  • Oversee occupancy and lease billing, revenue forecasting, budget projections, and monthly financial reporting.
  • Analyze financial reports and transactions to identify discrepancies, trends, risks, and opportunities for corrective action.
  • Review and validate financial data for grant receivables, ACH payments, deposits, and other revenue transactions to ensure accurate and timely SAP recording.
  • Perform year-end accruals and reversals to ensure revenue is properly recognized in the appropriate fiscal year.
  • Ensure the accuracy and integrity of accounting records through the review, preparation, and verification of financial transactions in accordance with established policies and procedures.
  • Prepare, review, and process journal entries related to cash receipts, ACH payments, deposits, fund transfers, chargebacks, online refunds, and revenue adjustments.
  • Provide financial guidance and support for special projects, process improvements, and other departmental initiatives as assigned.

WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

EXPERIENCE REQUIREMENTS One (1) year of professional experience in finance, economics, budget analysis or a closely related field are required.

Substitutions: Five years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Finance, Accounting, Business Administration or a closely related field and three years of pertinent professional or para-professional experience may substitute for the education requirement. A Master's degree in a field directly related to the job may be substituted for the above experience requirement.

LICENSE REQUIREMENTS Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2). Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

  • Strong problem solving and analytical skills
  • Highly detailed oriented

SELECTION/SKILLS TESTS REQUIRED None However, the department may administer a skill assessment evaluation.

SALARY INFORMATION GENERAL FUNDS Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade 18
