At the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well-being and quality of life for all Minnesotans. The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.
This position is eligible for telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists to lead two statutory program functions for the Behavioral Health Administration (BHA) that protect Medicaid recipients and the integrity of Minnesota's behavioral health system. The first is BHA's implementation of the continuity of care and complex transition requirements enacted in 2026 (Minn. Stat. §§ 256B.045 and 256B.046). Under these requirements, the commissioner must ensure that recipients continue to receive medically necessary services, free choice of provider, and safe and stable housing when a provider is subject to administrative action or experiences a serious operational event. The commissioner must also provide support, oversight, and direction to lead agencies and providers during complex transitions. The second is the mandatory compliance training that owners and managerial and supervisory staff of BHA high-risk provider types must complete as a condition of Medicaid enrollment.
The incumbent integrates policy development, lead agency oversight, cross-administration coordination, and provider training into one program. The incumbent supervises a 5.0 FTE multidisciplinary unit comprising two Continuity of Care Policy Analysts, two Compliance Training Specialists, and one Document Coordinator; sets program goals and methods; serves as BHA's lead on the department-wide continuity of care team; and directs the transition of compliance training from an initial vendor build to in-house state ownership and expansion. The work links directly to BHA's other program integrity functions: administrative actions against providers trigger continuity of care duties, and review findings shape what providers are trained on.
Some responsibilities include, but are not limited to:
-
Direct BHA's implementation of the continuity of care and complex transition requirements of Minn. Stat. §§ 256B.045 and 256B.046, setting program goals, standards, and methods so that recipients of BHA services experience safe, orderly transitions when a provider is subject to an administrative action or serious operational event.
-
Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees under my jurisdiction effectively perform assigned job duties to achieve the annual objectives of the unit.
-
Direct BHA's mandatory provider compliance training program for high-risk provider types, from initial vendor development through in-house ownership, maintenance, and expansion.
-
Represent BHA and DHS with lead agencies, ombudsperson offices, providers, and other partners, and coordinate continuity of care and training work across DHS administrations and with other state agencies.
-
Use program data to guide program direction, recommend policy and legislative changes, and support the department's public reporting obligations.
-
Ensure the team's records, data handling, and work products meet quality, legal, and data practices requirements.
