Full job description

This Civil Service position assists in leading the Population Health Bureau people and programs committed to protecting, improving and sustaining the health and wellbeing of all people in Nashville and Davidson County. The Population Health Bureau consists of six divisions housing the department’s community facing programs and services including Behavioral Health and Wellness; Prevention and Wellness; Maternal, Child and Adolescent Health; Health Access; Nutrition Services (WIC), and CHANT-Children’s Special Services b. The ideal candidate will have experience supervising large teams, complex programs and multiple funding streams. This position supervises mid-level and senior bureau division directors and reports to the Population Health Bureau Director. If you have any questions about this position please contact MPHD HR at (615)-340-5640 • Leads and directs Population Health Bureau Division Directors responsible for ensuring the portfolio of programs and services in their line of authority meet goals, key results and projected timelines; manages bureau personnel, guides professional development and helps set performance standards.

  • Directs, plans and evaluates population health programs, assessing portfolio of programs and services for effectiveness, program life-cycle management, emerging trends as well as piloting promising practices.

  • Leads special projects and initiatives across the Population Health Bureau to advance and maximize health outcomes for populations served.

  • Develops partnerships and collaborations that align community resources and systems in support of public health goals.

  • Completes other duties as assigned to advance the mission and vision of the department.

  • Supports the development and facilitation of improvements in family and community health through evidence-based, data-driven policy, systems, neighborhood, and home-based interventions.

  • Assists with the development of grants and new sources of revenue.

  • Leads and coaches mid-level and senior division staff in the Population Health Bureau.

  • Acts on behalf of the Population Health Bureau Director as directed.

  • Serves as a member of the Departmental Executive Leadership Team as needed

  • Supports bureau level quality improvement opportunities, including staff training, professional development and external stakeholder engagement improvements.

  • Fosters innovation, growth and integrated approaches that span divisions within the bureau.

  • Actively and collaboratively participates in Departmental leadership teams and working groups; attends Board of Health meetings and represents MPHD at other internal and external meetings.

  • Supports bureau operations and assists with implementation of bureau strategies, goals and objectives, ensuring congruence with the Department’s Strategic Plan, based on evidence and data.

  • Graduation from an accredited college or university.

  • Four (4) years of progressively responsible full-time paid employment in related field .

  • Three (3) years must have been in a public administration/supervisory capacity.

  • Completed graduate degree in a directly related field may be substituted for one (1) year of the required experience.

  • Masters or doctoral degree or other specialized credentials in a specific or related field and/or significant leadership and management ability may be required for some positions. Demonstrated success as a manager, administrator and team builder required

  • Valid driver’s license, use of personal vehicle, and maintenance of valid personal vehicle insurance as required by Tennessee Law.

  • Doctoral degree in medicine, public health, or related field
  • Master’s degree in public health, public administration, business, or other health or social services related field, from an accredited institution.
  • Five years of progressively responsible experience in health planning and/or management in public health or a closely related field.
  • Ability to articulate the principles and practice of public health, including strategies for chronic disease prevention, healthcare safety net, maternal and child health and behavioral health and wellness
  • Ability to collaborate with others in setting goals, developing work plans, delegating work, and directing and monitoring others.
  • Demonstrated success as a manager and team builder.
  • Demonstrated grants management experience.
  • Ability to manage a diverse workforce.
  • Training or familiarity with project management and process improvement methods, and ability to mentor and develop managers and leaders.
  • Demonstrated cultural competency and ability to engage in different cultures
  • Use data to drive decision-making and adapt strategies/tactics to changes in the larger public health system.
  • Engage in problem solving and strategic thinking and demonstrate ability to adapt and change. 23
