Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at U.S. Army Intelligence and Security Command, U.S. Army Operations Group in Fort Meade, Maryland.
Duties
- Provides technical assistance on matters concerning budgetary policies, laws and regulations related to the Government Travel Charge Card (GTCC) program, Joint Travel Regulations (JTR), financial management initiatives and procurements.
- Reviews, interprets, and applies all regulatory and procedural requirements pertaining to the GTCC program.
- Provides staff guidance, training and problem resolution in areas of program administration and management which includes the coordination of authorized charge limits, certification of card holders, and proactive management of delinquencies.
- Reviews travel vouchers for accuracy and compliance with appropriate regulations, guidance, travel policy, and procedures; screens and/or verifies all supporting receipts.
- Ensures adequate funding is available and orders contain required regulatory verbiage, proper fund site, appropriate signatures and approvals.
- Develop and prepare presentation for quarterly in obligations for expenditures within established limits.
- Provides regulatory guidance, fiscal policy interpretation and procedural requirements in compliance with the Army Management Control process, Command Inspections (CI)and Staff Assistance Visits (SAV).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized experience is defined as experience applying budgetary policies and regulations of the budget formulation and budget execution. You will be evaluated on the basis of your level of competency in the following areas: Accountability Arithmetic/Mathematical Reasoning Attention to Detail Customer Service Decision Making Flexibility Integrity/Honesty Interpersonal Skills Learning Reasoning Self-Management Stress Tolerance Teamwork In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap). This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.

This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a Top Secret security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI). Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008). This is a Human Capital & Resource Management position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or 33.94% Local Market Supplement. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
