Are you looking for a meaningful job that supports Child Protective Services (CPS) practitioners and helps to make a difference in the lives of children and families? As the CPS Redaction and Support Unit Supervisor, you will lead our efforts to respond to requests for client records, protecting privacy and confidentiality and ensuring we meet all legal mandates. This work requires dedication, organization and collaboration – does this sound like you?
We are looking for someone to be a working supervisor, overseeing the daily operation of responding to requests for CPS and In-Home Services (IHS) client records and support for case documentation. You will provide administrative, educational, and supportive supervision to a junior analyst and an administrative assistant to ensure the work is performed to standards. You also will work collaboratively with others such as assistant county attorneys, records staff, law enforcement, and other child welfare staff. You will serve as a primary subject matter expert for us on Freedom of Information Act (FOIA) and privacy laws and on requirements for case documentation and court paperwork.
While the job is primarily Monday-Friday from 8:00 – 4:30, FOIA requires strict timeframes and there is often a need to be flexible to ensure those timeframes are met.

What you will do: In this job, you’ll work with a small but mighty team in support of our mandated services. You will make an impact by:• Managing responses to all CPS and IHS record requests ensuring compliance with all Federal, State and local laws and policies
- Managing the high volume of requests (averaging 50+ per month) to ensure timely responses
- Consulting and collaborating with attorneys, law enforcement and others as needed to ensure correct responses to client record requests
- Ensuring clients are treated with dignity and respect
- Serving as a subject matter expert for other child welfare professionals related to FOIA and documentation standards, answering questions and providing trainings as needed
- Building and maintaining an effective team and effective relationships with others
What you will need to be successful:• Working knowledge of human services programs and protocol
- Working knowledge of CPS intake and ongoing processes, procedures, and protocols
- Working knowledge of Virginia Freedom of Information Act (FOIA), the Code of Virginia or Virginia Administrative Code (VAC), and the Government Data Collection and Dissemination Practices Act or VAC provision
- Ability to understand, interpret and communicate policies and procedures to staff
- Ability to provide guidance, supervise and train others
- Ability to objectively review and appraise the performance and work of others
- Ability to apply conflict resolution and problem-solving skills
- Ability to communicate and work effectively with co-workers, clients, other agencies, and the public
- Ability to efficiently plan, schedule and organize
- Knowledge of child protection laws, rules, and regulations

- Independently designs, develops, and coordinates ongoing department programs and special projects;
- Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
- Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
- Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
- Provides guidance, recommendations, and advice to departmental managers;
- Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
- Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

- Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;
- Considerable knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. personnel, budgeting and financial management, contract administration and management);
- Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
- Ability to identify possible solutions for solving business problems;
- Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;
- Ability to make oral presentations to department management, other departments, or the public;
- Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
- Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
- Ability to supervise and train staff;
- Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.
CERTIFICATES AND LICENSES REQUIRED: Valid driver’s license
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, child protective services check, credit check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:• Master's degree in a related human services field.
- At least two years of professional social service or human services experience related to child welfare.
- Experience reviewing and responding to public records/FOIA requests involving confidential child welfare records with the application of child protective services policy.
- Staff supervision experience.
- At least two years of professional experience in areas such as records management, paralegal support, court services, or operations/administrative support.
- Experience utilizing Microsoft office to track manage, and report data related to public records/FOIA requests.
- Experience utilizing redaction applications/software to review and redact client records.
- Experience working with a diverse multicultural population.
PHYSICAL REQUIREMENTS: Ability to communicate clearly and concisely both orally and in writing. Ability to navigate through and make decisions in stressful and crisis situations. Ability to use automated technology. Must be able to operate motor vehicle. Sufficiently mobile to travel outside the office for client contact, court appearances, community events, and to conduct assessments and investigations of allegations of potential abuse and neglect. Work requires performing tasks with risks of secondary traumatic stress (STS). All duties performed with or without reasonable accommodations.
