This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.

As a member of the ETT BA/QA team, this position is responsible for performing Business Analysis, Quality Assurance, technical design, development, implementation and support activities. The Business Analyst is responsible for working on business solutions.

The Business Analyst position exists to perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. In particular, this includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.

Analyst works with development team members by guiding, consulting, and collaborating on the development, testing, deployment and adoption of solutions. The Advanced Business Analyst also communicates and consults with system user populations concerning system changes and coordinates implementation planning for changes and releases.

Quality Assurance Analyst/Tester duties performed by this position are typically more complex and of a larger scope than those led by less experienced Quality Assurance Analysis/Testing staff. The QA staff at this level require minimal direction, coaching, and mentoring when leading the quality assurance/analysis for projects.

Business Analyst duties performed by this position are typically more routine, less complex and of smaller scope than those led by senior Business Analysts (ITS5). The BAs at this level require more direction, coaching, and mentoring when leading and problem solving for projects.

This position requires an employee to work onsite at 540 Cedar St, St. Paul, Minnesota at least 50% of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

  • Candidates living 50 miles or more from the worksite in a bordering state are not eligible for hire unless relocating within 50 miles.

This position requires a minimum of four (4) years of experience in performing IT business analysis functions.

Experience must include:

  • Advanced-level experience performing business analysis for large-scale IT systems including experience with requirements elicitation, business process modeling, gap analysis, solution assessment/validation, and working within structured methodologies such as SDLC, RUP, Waterfall, or Agile.

  • Demonstrated ability to translate complex business needs into functional and technical requirements

  • Experience working with enterprise-scale software development and testing environments such as large applications and multi-system data environments, creating business relevant artifacts: test cases, test plans, test reports, test data, and project or process documentation including familiarity with programming with low code/no-code software.

  • Strong analytical, problem-solving, facilitation, and negotiation skills i ncluding the ability to work with diverse stakeholders, resolve conflicts, lead requirements sessions, and move groups toward consensus on complex issues.

  • Demonstrated skill in organizing work, meeting deadlines, preparing clear written materials, and maintaining effective working relationships with technical and business partners.

  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.

  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.

Strongly Preferred Qualifications

  • Leadership and mentoring experience, including leading defect triage meetings and communicating complex technical concepts to non-technical stakeholders.

  • Experience conducting advanced requirements elicitation and facilitating complex stakeholder sessions

  • Experience with data analysis, BI/warehouse queries.,

  • Professional BA and/or QA certification like CCBA, CBAP, CQE

Preferred Qualifications

  • Experience supporting large-scale government, healthcare, Medicaid, or human services systems.

  • Experience participating in system modernization, production deployments, or application lifecycle management within a complex enterprise environment

  • Experience promoting collaboration, trust, and knowledge sharing to support team development and collective achievement.
