Full job description

Description We are looking for an experienced Human Resources Risk Manager to support a non-profit organization in West Covina, California in a contract capacity with the potential for a long-term opportunity. This role is well suited for a risk specialist who can guide leadership on exposure reduction, claims oversight, insurance matters, and workplace safety within a complex public-facing environment. The selected candidate will help strengthen risk controls, improve loss-prevention practices, and partner across departments to protect organizational operations and employees.

Responsibilities:

  • Direct the day-to-day administration of a broad risk management program covering liability, property exposure, workers’ compensation, and other key areas of organizational risk.

  • Assess operational and legal exposure across departments and recommend practical strategies to reduce potential losses and improve compliance.

  • Oversee workers’ compensation and liability claims by coordinating with third-party administrators, carriers, adjusters, legal partners, and other external stakeholders.

  • Review claim activity and loss information to identify trends, recommend corrective actions, and support cost-containment efforts.

  • Create, update, and implement policies and procedures related to risk control, safety practices, claims handling, and loss prevention.

  • Manage insurance-related activities such as coverage evaluation, policy renewals, certificate review, and maintenance of supporting documentation.

  • Examine contracts, permits, leases, and service agreements to confirm appropriate insurance terms, indemnity language, and risk-transfer protections are in place.

  • Advise department leaders and staff on incident reporting, safe work practices, exposure awareness, and preventative measures to reduce organizational risk.

  • Prepare reports, presentations, and recommendations for senior leadership and other governing groups while maintaining accurate risk management records and files. Requirements • At least 5 years of experience in risk management, including progressively responsible work in a public sector, municipal, special district, or similarly regulated environment.

  • Demonstrated knowledge of claims administration, insurance coverage analysis, workers’ compensation, loss prevention, and compliance risk management.

  • Experience partnering with leadership, legal counsel, and cross-functional teams to address liability concerns and organizational exposure.

  • Strong analytical skills with the ability to interpret loss data, assess trends, and develop practical recommendations.

  • Familiarity with employee relations, HR administration, benefits-related processes, onboarding practices, and HRIS-supported workflows.

  • Ability to review agreements and operational documents for insurance requirements, indemnification terms, and other risk-related provisions.

  • Excellent communication and presentation skills for delivering training, guidance, and formal reports to varied audiences.

  • Bachelor’s degree in a related field or an equivalent combination of education and relevant experience is preferred. TalentMatch®
