Job Description
Grant County PUD is seeking a Transmission System Planning Engineer to support long-range transmission planning and grid reliability initiatives across its growing service territory. This engineer will develop and maintain transmission planning models, perform power flow, contingency, voltage, and transient stability studies, and analyze system performance to identify constraints, reliability risks, and future capacity needs. The role will work closely with engineering, operations, compliance, consultants, and regional planning organizations to develop recommendations for transmission upgrades, interconnections, and capital improvement projects.
This position plays a critical role in supporting major infrastructure initiatives, including the Quincy Transmission Expansion Project (QTEP), which is driving significant transmission expansion to support increasing electrical demand and data center growth throughout Central Washington. Depending on experience level, the engineer may also provide technical leadership, mentor junior engineers, and lead complex planning studies.
Key Responsibilities:
- Develop and maintain transmission system planning models and study cases
- Perform power flow, contingency, voltage, and transient stability analyses
- Identify reliability risks, system limitations, and future capacity constraints
- Evaluate and recommend transmission system improvements and expansion projects
- Support load interconnection, generation interconnection, and feasibility studies
- Ensure compliance with NERC and WECC reliability standards
- Prepare technical reports, engineering studies, and planning recommendations
- Collaborate with internal stakeholders, consultants, utilities, and regional planning organizations
- Provide technical leadership and mentorship based on level and experience
- Support long-range transmission planning and capital project development
Skills and Requirements

Bachelor's degree in Engineering (Electrical Engineering strongly preferred)

Experience in transmission planning, power systems engineering, or utility engineering
-
Strong understanding of power flow analysis and transmission system operations Experience performing transmission system studies, engineering analysis, and technical evaluations

Knowledge of electric utility transmission systems and grid reliability principles
-
Experience identifying system constraints and developing engineering recommendations
-
Strong analytical, problem-solving, and communication skills
-
Ability to prepare technical reports and present findings to stakeholders

Bachelor's degree in Electrical Engineering with a Power Systems emphasis

10+ years of transmission planning experience

PowerWorld experience
-
Professional Engineer (PE) license
-
EIT/FE certification
-
Experience with NERC and WECC reliability standards

Utility experience involving transmission planning, generation interconnections, load interconnections, or reliability compliance

Experience leading large-scale transmission planning studies

Experience supporting transmission expansion projects and capital planning initiatives

Previous mentorship or technical leadership experience

Experience working with regional utilities, planning organizations, or utility regulators

Utility experience supporting data center growth, load forecasting, or transmission expansion programs
