Summary

This position is located in the Office of the Chief Information Officer of the Food Nutrition Administration (FNA). The incumbent in this position serves as an Information Technology Specialist. Selection may be made across multiple disciplines within the Information Technology series.

Duties

  • Information Technology Specialist (Customer Support):
  • Provides Technical Support to customers, troubleshoots hardware and software issues, and assist with resolving complex customer support problems using established Agency procedures.
  • Analyzes systems and customer support data to identify issues and trends, assist with system installation and modifications, and assist with testing and configuring it products.
  • Develops and maintains IT support documentation, provides customer guidance and training, and assists with system libraries, remote access support, and incident resolution.
  • Information Technology Specialist (Application Software):
  • Assist with reviewing application requirements, modifying software, test code, troubleshooting problems and preparing system documents with higher level guidance.
  • Supports software development and testing by reviewing code, performing unit and integrated testing, resolving application issues, and maintaining technical documentation.
  • Participating in application support activities, feasibility studies, emerging technology research, customer support, and team efforts to improve business applications.
  • Information Technology Specialist (Policy and Planning):
  • Participates in agency-wide IT management activities, including strategic planning, policy and standards development, IT acquisitions, budgeting, and knowledge management.
  • Assist with developing strategic plans, IT policies, budget preparation, business environment analysis, and guidance to IT management staff and internal and external customers.
  • Assist with IT workforce planning, section 508 compliance, acquisitions reviews, information security, and related planning and management activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the GS-9: Applicants must possess one year of specialized experience equivalent to the GS-7 in the Federal and or Public Service. Specialized experience is defined as: Providing technical and advisory assistance to support information technology for internal and external customers; Experience troubleshooting and resolving issues in web applications, including identifying problems and working with others to find solutions; and Experience preparing and updating technical documentation, such as user guides or process instructions, and communicating technical information to team members. OR a master's or equivalent graduate degree or successful completion of two (2) full years of progressively higher-level graduate education leading to such a degree or a LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
