The Role

Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

Must Have

Bachelor's Degree and 10 years of relevant exempt experience; Master’s Degree and 8 year of relevant professional experience

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

  • NNS Apprentice School graduate

  • Navy Nuclear Power School (NNPS) graduate

  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

  • Military Paygrade E-5 or above military experience

  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

Nice to Have

Must have the ability to navigate vertical ladders, confined spaces, and other similar shipboard conditions as necessary.

Proficiency in Microsoft Office suite of products, primarily Excel, with the ability to translate cost proposal inputs in various formats for submittal to the customer.

Experience in preparing and defending cost proposals for base contracts and change orders before leadership and external stakeholders.

Effective written and oral communication skills.

Collaboration and stakeholder management abilities.
