Summary
As a Traffic Management Specialist (COTR), you will identify, respond, and resolve various situations relating to GSA's supply chain and movement of customer orders world-wide. Location of position: Federal Acquisition Service; Office of Shared Services Delivery; Office of Supply Management; Global Supply Management Service Center; Supply Operations Division; Transportation Branch We are currently filling two vacancies, but additional vacancies may be filled as needed.
Duties
Position can be filled in any of the following locations: Atlanta, GA; Boston, MA; Chicago, IL; Fort Worth, TX; Houston, TX; Kansas City, MO; Lakewood, CO; New York, NY; Norfolk, VA; Philadelphia, PA; Raleigh, NC; San Francisco, CA; Tacoma, WA; Washington, DC You will perform the following duties: Plans, coordinates, and evaluates overall policies, procedures, and objectives as related to the transportation management program function. Issues program direction and guidelines as required for civilian and military agencies use regarding the transportation program. Assures full Global Supply processing capability as needed in a variety of settings to assure mission success. Reviews and evaluates any new transportation legislative proposals forwarded for comment and develops recommendations and comments on all incoming legislative proposals. Resolves controversial and complex program issues and serves as a troubleshooter to clarify any misinterpretations of agency policies, regulations or procedural language. Participates in Interagency Transportation Management Committee meetings, interagency study groups, conferences, seminars, study groups. Prepares high level correspondence in response to Congressionals, Freedom of Information Act requests etc., as directed, as well as on own initiative; prepares press releases, fact sheets, decision papers, speeches, etc., as necessary. Independently conducts extensive research and data analyses of current and proposed transportation programs, thereby achieving maximum effectiveness nationwide. Reviews, analyzes and evaluates Government Accountability Office (GAO) and General Services Administration (GSA) Office of Audit Reports and other external/internal decisions made for their impact on transportation management policies and programs of the Government. Works closely with Acquisition Staff in the development of performance based statements of work and requirements definitions for transportation programs and serves as the Contracting Officer's Technical Representative (COTR) on a variety of transportation programs. Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Qualifications
To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Your resume must not exceed two pages. Education, certifications or licensures—If the job announcement requires any education, certifications or licensures, make sure to include the required information and any required documents like transcripts. Your resume should contain enough information to make a valid determination that you fully meet experience requirements for each grade level you are applying to. If you do not provide enough information for us to determine your qualifications, you may be rated ineligible. If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-13 salary range starts at $108,019.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience: Negotiating contracts for freight transportation services (i.e., including preparing solicitations, evaluating and identifying primary carriers, arranging pre-award surveys, coordinating awards with organizations, and/or monitoring carrier performance after award). Managing a transportation or traffic program for an organization (i.e., operating a transportation system to provide common carrier types of services to shippers, and/or procuring carriers and other transportation services to move personnel, freight, and/or other commodities) Managing financial transactions in SYNCADA or an equivalent financial supply chain management system (i.e., reviewing and approving/disapproving shipment orders and/or bills of lading, reviewing and certifying invoices, verifying supporting documents and/or certifying end of month billing cycles). Developing policies, plans, procedures, methods, and/or techniques for implementing a transportation or traffic management program.
How You Will Be Evaluated
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of legislation/regulations affecting transportation related activities to resolve very complex or sensitive transportation problems and the implementation of new developments and technology. Ability to communicate verbally and in writing to document facts/findings in clear, concise reports, and correspondence and to make oral presentations to top agency officials to convey findings. Ability to conduct evaluations, data analyses and apply methodologies and concepts associated with transportation programs to determine their operational and economic feasibility, identify new areas for improvement, or develop innovative approaches, and recommend improvements to establish centralized management. Knowledge of contracting regulations for contracting services. Demonstration of these KSAs must be supported by your application.
