Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the EMS Chief with responsibility for the overall management and supervision of the Emergency Medical Service Program that provides EMS to the installation assigned. Fort Jackson, SC

Duties

  • Manage the Advanced Life Support (ALS) Emergency Medical Services (EMS) Program for the assigned Army or Joint Base installation and provides subject matter and training expertise in all operations at the responder level.
  • Evaluate and prepare an EMS needs assessment and reviews for updates annually.
  • Develop, write, and submit to the Senior Commander and HQDA EMS Program Office for approval a detailed Installation EMS Plan.
  • Develop, and implement supply, equipment and personnel budgets and plans.
  • Assign work to subordinates based upon priorities, selective consideration of assignment difficulty, and employee capability.
  • Prepare and issue relevant operating procedures and provide assignment instructions as appropriate.
  • Ensure developmental and training needs of employees are identified and that training is provided to employees.
  • Respond to accidents and other emergencies on the installation involving injuries and illnesses and sometimes encounter situations which may be life threatening.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Responding to accidents and other emergencies on the installation involving injuries and illnesses and sometimes encounter situations which may be life threatening; 2) Making delegated assignments to subordinate workforce to ensure timely response to medical related pre-hospital emergencies; 3) Assigning work to subordinates based upon priorities, selective consideration of assignment difficulty, and employee capability; AND 4) Preparing and issuing relevant operating procedures and provides assignment instructions as appropriate. Licensure/Certification: Incumbent is required to have and maintain a valid, unrestricted State Paramedic license for the state where the installation is located or a valid National Registry Paramedic (NRP) certification at time of hire. If they only have one, they must be able to obtain the other within 12 months of hire. (Example, if they have a valid, unrestricted State Paramedic license at time of hire; the incumbent has 12 months to obtain a valid National Registry Paramedic (NRP) or vice versa). *Some states may have other requirements and installations in these states will coordinate with the CHRA office for state specific variances Incumbent is required to obtain and maintain NIMS ICS 100, 200, 300, 400, 700, and 800 level training within six months of hire.

Direct Deposit of Pay is required. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Medical Career Program position aligned under the Installations Career Management Directorate. Multiple positions may be filled from this announcement.
