Summary

This is a National Guard Title 32 Excepted position for a SUPERVISORY SURFACE MAINTENANCE SPECIALIST, Position Description Number PDD1252000, and is part of the SC DOL, South Carolina Army National Guard.

Duties

This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4/G-4), State Surface Maintenance Management Office. The primary purpose of this position is to serve as a second-level supervisor and technical authority over two or more Army National Guard (ARNG) surface maintenance facilities, e.g., Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and/ or Field Maintenance Shop (FMS). Work requires comprehensive knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. In the absence of an officially established and filled position, may also serve as the Deputy to the Surface Maintenance Manager. The highest level of basic non-supervisory work directed is comparable to GS-09. Work involves managing, supervising, leading, or performing administrative work that involves: a combination of work characteristic of two or more series in the Equipment, Facilities, and Services Group where no one type of work is series controlling; or work classified in this group for which no other series has been established. Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard *Note- Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MINIMUM EXPERIENCE REQUIREMENTS: Experience, education or training applying commonly used equipment, facility, or service principles and concepts sufficient to obtain on-the-job experience with equipment, facilities, or services. Experience performing highly structured assignments under strictly controlled situations. SPECIALIZED EXPERIENCE REQUIREMENTS:1 year equivalent to to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. CONDITIONS OF EMPLOYMENT & NOTES: Incumbent is subject to uncommon tours of duty, rotational shift assignments and overtime duty, for which compensatory time off will be granted. May be required to fly in military or commercial aircraft for TDY purposes. 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. The duties and responsibilities of your job may significantly impact the environment. Education

Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. How You Will Be Evaluated
