Full job description

Summary:

Our data centers are the foundation upon which our rapidly scaling infrastructure efficiently operates to deliver our innovative services. Meta's Infrastructure team is seeking an experienced Principal Portfolio Manager to serve as the operational backbone of our Energy Infrastructure Investments pillar. This individual will be responsible for moving opportunities from early development and commercial structuring through investment approval, closing, and delivery readiness, and for building the program execution, governance, external partnership management, and cross-functional coordination needed to deliver billions of dollars in energy infrastructure investments — on time, on budget, and at unprecedented scale. This is a hands-on, senior individual contributor role for someone who combines commercial and financial judgment in energy development with the discipline to personally build and run the operating mechanisms that move a complex pipeline. The team has whitespace: you will create first-version processes, governance, and tools rather than inheriting a mature program. The principal portfolio manager is the execution engine behind Meta's energy infrastructure investments — standing up the governance, tracking, risk management, and cross-functional coordination that shapes opportunities into approved, signed deals and turns signed deals into delivered capacity, while helping manage the ongoing relationships with independent power producers, utilities, and energy ecosystem partners that make delivery possible. We welcome candidates whose experience combines energy development, utility, hyperscaler, project finance, infrastructure investing, commercial origination, and program leadership roles in different ways; there is no single required career path.

Required Skills:

Principal Portfolio Manager, Infrastructure Development Responsibilities:

  1. Own the end-to-end program management, from early-stage development through approval, closing, and delivery, of Meta's energy infrastructure investment portfolio

  2. Develop and maintain integrated program plans, master schedules, and milestone trackers that provide a clear line-of-sight across all active projects and investments

  3. Drive the front end of the pipeline: support origination, diligence, siting, and permitting strategy, interconnection strategy, and commercial structuring so that opportunities reach investment approval readiness to execute

  4. Support investment memos, diligence, and the structuring and execution of energy commitments, such as power purchase agreements, capacity agreements, energy service agreements, tolling or fuel-supply arrangements, interconnection agreements, and utility agreements, working with partners on capital, credit, and commercial terms

  5. Drive predictable delivery by establishing rigorous stage-gate processes, decision frameworks, and escalation paths for the investment portfolio

  6. Monitor and report on program health — cost, schedule, risk, and interdependencies — providing objective insights and early-warning signals to leadership

  7. Identify and resolve cross-project dependencies, resource conflicts, and execution bottlenecks before they impact delivery timelines

  8. Design and operate the governance framework for the Energy Infrastructure Investments pillar — including cadence of reviews, decision rights, reporting structures, and accountability mechanisms

  9. Establish and run operating rhythms (weekly, monthly, quarterly) that keep the team and cross-functional partners aligned on priorities, progress, and risks

  10. Create and maintain program dashboards, executive reporting packages, and board-ready materials that distill complex portfolio status into clear narratives

  11. Own the risk register and mitigation tracker across the portfolio — ensuring risks are identified early, quantified, and actively managed

  12. Serve as the connective tissue between Energy Infrastructure Investments and partner organizations — including Design, Engineering & Construction (DEC), Corporate Development, Site Selection, Legal, Finance and Accounting, Capacity Planning, Sustainability, and external development partners

  13. Partner with Finance and Accounting to track capital deployment against budget, manage forecasting cadences, support variance analysis, and ensure alignment on investment accounting treatment and reporting requirements

  14. Work with Legal to ensure contract execution, regulatory compliance milestones, and partner deliverables are tracked and met — coordinating closing checklists, condition precedent tracking, and ongoing covenant compliance

  15. Coordinate with Corporate Development on transaction execution — aligning program timelines with deal closing schedules, integration planning, and post-close governance stand-up

  16. Partner with Site Selection teams to ensure that energy infrastructure investment strategies are integrated into site diligence, land acquisition timelines, and regional development sequencing

  17. Integrate with capacity planning teams to ensure that energy supply commitments are reflected in long-range infrastructure plans

  18. Build scalable program management infrastructure — tools, templates, processes, and playbooks — that enables the pillar to grow without proportional overhead

  19. Develop standardized reporting and communication frameworks that create transparency across a complex, multi-geography portfolio

  20. Drive lessons-learned processes and post-investment reviews to continuously improve execution quality and cycle time

  21. Stay informed of industry best practices in infrastructure program delivery and bring innovative approaches to Meta's energy development lifecycle

Minimum Qualifications:

Minimum Qualifications:

  1. Bachelor's degree in a directly related field, or equivalent practical experience

  2. Bachelor's degree in engineering, business, finance, economics, or a related field, or equivalent practical experience

  3. 15+ years of experience across energy infrastructure or power development, infrastructure investment or project finance, commercial energy origination, or program leadership of large-scale energy and capital projects

  4. Proven track record of managing complex, multi-billion-dollar infrastructure programs with multiple concurrent workstreams, external partners, and long-term horizons

  5. Experience managing external partnerships with utilities, independent power producers, or energy infrastructure developers, with the ability to drive accountability and alignment across multi-party delivery programs

  6. Direct experience in carrying energy commitments (e.g., PPAs, capacity agreements, energy service agreements, tolling or fuel-supply arrangements, interconnection or utility agreements) from structuring through to their execution

  7. Deep knowledge of energy infrastructure development lifecycles — including origination, diligence, siting, permitting, interconnection, financing, construction, and commissioning of generation and transmission assets, with depth in front-end development before investment approval

  8. Finance fundamentals, including capital, credit, and commercial structuring, plus experience in managing capital budgets, forecasting, and variance reporting in infrastructure-intensive environments

  9. Track record of personally building governance frameworks, stage gates, and operating cadences, including standing them up where none existed, that drive accountability and predictable delivery across matrixed organizations

  10. Experience driving decision-making across complex, interdependent programs in ambiguous, fast-moving environments with competing priorities, with a track record of influencing executive stakeholders

  11. Experience communicating complex program status to executive stakeholders through clear, actionable narratives (e.g., executive briefings, board-ready materials, portfolio reviews)

Preferred Qualifications:

  3. Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)

  4. Experience across multiple US markets, ISOs/RTOs, utilities, and regulatory environments, and across generation technologies including gas and thermal power plants

  5. Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies

  6. Accounting depth relevant to infrastructure investments (e.g., FP&A, return on investment analysis, balance-sheet treatment, investment accounting)

  7. Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
