The Idaho Department of Labor is seeking an Administrator to provide strategic, and compliance leadership for the Idaho Human Rights Commission. This position is located in the central office located in downtown Boise.

Primary Purpose

The Idaho Human Rights Commission Administrator directs the commission’s daily operations and administers its enforcement, dispute resolution, education, and outreach programs under the Idaho Human Rights Act and related federal laws. The position leads staff, oversees complaint processing and investigative quality, manages budgets and federal agreements, and supports the Commissioners in carrying out their responsibilities. The Administrator works with Idaho Department of Labor leadership, Commissioners, legal counsel, and federal partners to ensure timely, impartial, and effective commission operations.

This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

Example of duties

Commission Leadership and Administration

  • Direct commission operations, establish priorities, and allocate staff and resources to meet statutory responsibilities, contractual obligations, and organizational goals.

  • Develop, implement, and evaluate policies and procedures that promote consistent case processing, accountability, and efficient public service.

  • Advise Department leadership and Commissioners on performance, operational needs, emerging issues, and recommended improvements.

  • Oversee case-management systems, records management, and operational improvement projects.

Staff Supervision and Development

  • Recruit, select, supervise, and evaluate investigative, mediation, intake, and administrative staff.

  • Assign responsibilities, monitor workloads, establish performance expectations, and address personnel and performance matters in coordination with Division of Human Resources.

  • Provide coaching, training, and professional development to strengthen investigative judgment, legal analysis, dispute resolution, and public service.

  • Maintain appropriate staffing coverage, cross-training, and continuity of critical Commission functions.

Complaint Processing and Investigative Oversight

  • Oversee complaint intake, filing, service, investigation, case review, determinations, transfers, and closures.

  • Review evidence, investigative reports, and recommendations for factual accuracy, completeness, impartiality, and application of relevant legal standards.

  • Provide guidance on complex or sensitive matters and consult with legal counsel regarding legal questions and appropriate Commission action.

  • Monitor case inventories, aging, processing times, and deadlines; adjust assignments and procedures to support timely resolution.

  • Conduct or assist with investigations and case analysis as needed.

Mediation, Conciliation, and Compliance

  • Oversee and conduct mediation, conciliation, and other efforts to resolve discrimination complaints and achieve voluntary compliance.

  • Evaluate resolution strategies and coordinate settlement documentation and follow-up with staff, parties, and legal counsel.

  • Coordinate unresolved matters with Commissioners, legal counsel, and federal partners regarding further investigation, referral, or authorized enforcement action.

Commission Support and Legal Coordination

  • Coordinate Commission meetings and case-review panels, including scheduling, preparation of materials, facilitation of monthly Commission meetings, and follow-up.

  • Provide Commissioners with the information and recommendations needed to carry out their decision-making responsibilities.

  • Coordinate with Deputy Attorneys General on legal advice, training, administrative procedures, and matters requiring Commission action.

  • Implement Commission decisions and maintain accurate records of Commission actions.

Federal Partnerships Budget and Reporting

  • Administer agreements and working relationships with the Equal Employment Opportunity Commission and other relevant partners.

  • Oversee federal contract deliverables, worksharing activities, case reporting, data quality, and required documentation.

  • Develop and monitor the commission budget, spending commitments, purchasing, and financial reporting in coordination with Department fiscal staff.

  • Analyze commission statistics and prepare performance reports, annual reports, budget materials, and responses to leadership and legislative information requests.

Public Education and External Relationships

  • Represent the Commission in meetings with government agencies, employers, community organizations, professional associations, and other stakeholders.

  • Develop and deliver education, training, and technical assistance concerning civil rights laws, discrimination prevention, statewide trends, and Commission procedures.

  • Respond to complex public and stakeholder inquiries while maintaining impartiality, confidentiality, and appropriate boundaries.

  • Coordinate public communications and outreach with Department leadership and communications staff.

Good knowledge of

  • Management principles and practices, including planning, organizing, directing, and evaluating programs and operations.

  • State and federal civil rights laws and the principles of discrimination investigation, evidence evaluation, and administrative enforcement.

  • Research methods used to collect, analyze, and organize factual, statistical, and technical information.

  • Mediation, conciliation, negotiation, and other methods of resolving disputes.

  • Personnel management, staff supervision, and employee development.

  • Budget development, financial monitoring, and contract administration.

Experience

  • Managing a program, organizational unit, or comparable operation, including establishing priorities, allocating resources, and evaluating results.

  • Supervising staff, assigning and reviewing work, evaluating performance, and providing training or coaching.

  • Interpreting and applying laws, regulations, policies, or legal standards to complex factual situations.

  • Conducting or overseeing investigations, compliance reviews, or comparable fact-finding processes and evaluating evidence and recommendations.

  • Preparing and reviewing clear, concise investigative, legal, regulatory, or administrative reports.

  • Facilitating dispute resolution, negotiating agreements, or coordinating voluntary compliance.

  • Developing or monitoring budgets and administering contracts, grants, or interagency agreements.

  • Analyzing operational data and implementing improvements to workflows, procedures, or service delivery.

  • Advising leadership and working collaboratively with governing bodies, legal counsel, government agencies, and external stakeholders.

  • Delivering presentations, training, or technical assistance on complex subjects to varied audiences.
