The role is the primary point of contact for branches on all FMCSA compliance matters and serves as the company’s Designated Employer Representative (DER) for the DOT drug and alcohol program.

Working across multiple branches, this position builds and audits driver qualification files, determines driver qualification status, monitors hours of service, DVIRs, and maintenance records, manages roadside inspection, crash, and CSA data, and prepares the company for FMCSA audits. The position partners with the Transportation Compliance Safety Field Operations team to identify trends, close audit findings, and develop training for branch leaders, drivers, and mechanics. This is an individual contributor role with no direct reports.

This position will support our Field Safety team. It is eligible to work a hybrid schedule, generally requiring work in-office and/or show-site 2-3 days per week. This position is based out of our North Dallas office in Dallas, TX.

Essential Duties & Responsibilities

  • Determine and document each driver’s qualification status and remove or recommend removal from driving duties when requirements are not met. Authority to remove and add drivers and escalate uncompliant.

  • Maintain the expiration tracking process for CDLs and medical certificates and initiate renewals before they lapse.

  • Administer the California Pull Notice Program and any equivalent state programs. California Only.

  • Serve as DER: receive test results and violation notifications, remove drivers from safety-sensitive duties, coordinate Substance Abuse Professional (SAP) referrals, and manage return-to-duty and follow-up testing.

  • Oversee the third-party administrator, collection sites, and Medical Review Officer; audit the random pool, selection rates, and test completion; and ensure pre-employment, post-accident, and reasonable suspicion testing is performed when required.

  • Complete Clearinghouse queries and violation reporting and submit the annual MIS report.

  • Audit hours of service daily through the fleet management and ELD system, and resolve violations, log edits, unassigned driving, and ELD malfunctions with drivers and branch management.

  • Serve as system administrator for the fleet management software, manage the telematics vendor relationship, and stay current on updates, new features, and training opportunities.

  • Review Driver Vehicle Inspection Reports (DVIRs) daily and work with branch management to correct defects and verify resolution.

  • Audit maintenance compliance, including annual inspections, preventive maintenance, inspection and repair records, and mechanic and brake inspector qualifications.

  • Track roadside inspections, citations, and out-of-service events (including overweight and traffic violations); gather evidence and file DataQs challenges where warranted.

  • Maintain the DOT crash register; confirm post-accident testing is completed; and support accident reviews, root-cause analysis, and preventability determinations.

  • Monitor FMCSA Safety Measurement System (SMS) data and CSA BASIC scores; respond to alerts, warning letters, and interventions; and ensure recorded information is accurate and belongs to Freeman’s record.

  • Maintain the USDOT registration, MCS-150 updates, and FMCSA portal access, and support UCR, IFTA, and IRP filings. Assisting with updating annual filings and bi-annual updates.

  • Assist branches in managing the vendor that handles titles and tags for company-owned and leased equipment.

  • Monitor FMCSA, DOT, and state regulatory changes and communicate their impact to stakeholders.

  • Conduct daily, weekly, and monthly compliance audits on a defined schedule; document findings; assign corrective actions; and track them to closure.

  • Prepare the company for FMCSA compliance reviews and state audits through mock audits, document readiness, and audit response.

  • Conduct remote compliance investigations and report results to Transportation Compliance Safety Field Operations leadership.

  • Analyze trends across drivers, branches, and equipment; report compliance metrics on a regular schedule (for example DQ file audit completion, DVIR completion, out-of-service rates, and CSA percentiles); and recommend process improvements. CSA reporting monthly.
