Job Description

Help build the infrastructure powering the next generation of AI and cloud services. As a Cost Analyst supporting Oracle Cloud Infrastructure’s GoBig MI data center campus, you’ll bring financial discipline and analytical insight to a complex construction program. Your work will help project leaders understand cost performance, evaluate proposed changes, and make informed decisions that protect Oracle’s investment and support project delivery.

You’ll work alongside construction, commercial, project controls, and finance teams to review Developer change order estimates, validate monthly financial reports, and assess forecasts against project scope and progress. By questioning assumptions, investigating discrepancies, and identifying emerging cost risks, you’ll turn detailed analysis into practical recommendations. This role offers the opportunity to apply your construction cost expertise, build cross-functional relationships, and see the direct impact of your work as the campus takes shape.

Responsibilities

  • Review Developer change order estimates for scope, quantities, labor rates, productivity, material and equipment pricing, subcontractor quotations, and contractual markups.

  • Identify unsupported charges, duplicate costs, scope gaps, and pricing discrepancies. Prepare findings and recommendations to support commercial negotiations and approval decisions.

  • Validate monthly Developer financial reports, including budgets, commitments, actual expenditures, accruals, contingency, cash flow, and forecast cost at completion.

  • Reconcile financial submissions with prior reporting periods, approved changes, and supporting documentation. Investigate variances and obtain clear explanations for material cost movements.

  • Assess forecast assumptions and estimates to complete against remaining scope, procurement status, construction progress, and known project risks.

  • Review payment applications and supporting documentation for alignment with contractual requirements and verified progress, coordinating with construction and commercial teams.

  • Maintain change order and cost exposure logs, distinguishing approved changes from pending proposals and unresolved items.

  • Monitor contingency usage, allowances, and budget transfers to identify emerging cost pressures and prevent double counting.

  • Support analysis of equipment, logistics, acceleration, delay, and rework costs, coordinating questions of contractual responsibility with commercial leadership.

  • Prepare concise cost reports highlighting financial performance, forecast risks, outstanding discrepancies, and recommended actions.

  • Track Developer responses to review comments and follow assigned cost issues through resolution, escalating complex matters as appropriate.

  • Maintain traceable records supporting financial reviews, approvals, internal controls, and audit readiness.

  • Collaborate with construction, project controls, procurement, commercial, and finance teams to improve reporting accuracy and strengthen project cost controls.
