Job Description:
We're standing up a new technology and engineering organization on a large, mission critical federal security program. We're looking for a Strategy & Operations Analyst to help shape where the organization invests and how it runs. You'll work directly with the organization's senior director. On the strategy side, you'll assess customer needs, policies, and program performance to find capability gaps, and turn that analysis into roadmaps and recommendations leaders can act on. On the operations side, you'll help build the intake, governance, documentation, and reporting that keep the organization's work organized and visible. This role suits an analytical, execution-focused person with a background in federal program analysis and an interest in technology and engineering work. You bring structure to complex work, align stakeholders across many groups, and explain findings clearly to senior leaders. Responsibilities Strategy and planning Analyze customer requirements, strategic plans, policies, and directives to identify capability gaps and priorities across multiple mission areas. Consolidate needs from many stakeholder groups into a single, prioritized view that gives leadership the full picture for decisions. Support the development and upkeep of capability and technology roadmaps. Page 1 of 4 Strategy & Operations Analyst, Technology and Engineering Evaluate program performance and technology adoption, and recommend where the organization should focus. Connect roadmap priorities to budget and resource planning, including the federal Planning, Programming, Budgeting, and Execution (PPBE) cycle. Plan and help facilitate strategy workshops, including agendas, pre-read materials, analysis, and follow-up actions. Produce executive briefings, memos, and dashboards that turn complex data into clear recommendations. Support proposal development and planning for new technology efforts. Operations and governance Help design, run, and improve a standard intake process for new requests and requirements: capture, validate, prioritize, and route each one to the right owner. Maintain a single, current register of requirements and requests. Develop and maintain standard program documentation, including requirements documents, SOPs, templates, and user guides. Coordinate project kickoffs and governance for integrated project teams, aligning scope, schedule, and resources. Track milestones, risks, and dependencies across multiple concurrent efforts, and raise issues early with recommended actions. Support program management reporting, such as monthly status reports, project management plans, and schedule updates. Review processes and policies for gaps and compliance issues, using root cause analysis to recommend fixes. Help track whether delivered solutions meet their intended outcomes. Work with process improvement, program governance, and delivery teams to keep practices consistent across the organization. Required qualifications Bachelor's degree in public policy, government, business, engineering, operations research, or a related field. 5+ years of experience in program analysis, management analysis, strategic planning, or requirements analysis, including federal government programs. Page 2 of 4 Strategy & Operations Analyst, Technology and Engineering Experience gathering, analyzing, and prioritizing requirements across multiple stakeholder groups. Experience developing standard program documentation, such as requirements documents, SOPs, and templates. Experience tracking schedules, risks, and dependencies across several concurrent projects. Strong writing and briefing skills, including preparing materials for senior and executive leaders. Experience building dashboards or reports in Power BI, Tableau, Excel, or similar tools. Active Secret clearance and eligibility for TS/SCI. US citizenship required. Preferred qualifications Technical experience Experience supporting engineering or technology projects, such as software, data analytics, cloud, or IT system development or modernization. Experience working alongside engineers, developers, or data scientists to define requirements, write user stories, or support user acceptance testing. Experience supporting technology adoption, including AI/ML, data platforms, or automation. Familiarity with the system development lifecycle, from requirements through deployment and transition to operations. Experience with Agile methods, and a Certified ScrumMaster (CSM) or similar certification. Experience with ServiceNow, Jira, Confluence, or similar work management tools. Process improvement or process mapping experience, such as Lean Six Sigma or value stream mapping. Program and mission experience Master's degree in public policy, public administration, business, engineering, or a related field. Experience supporting national security, homeland security, or critical infrastructure programs. Experience with the federal budget process (PPBE) and resource allocation planning. Experience with proposal development or program evaluation. Page 3 of 4 Strategy & Operations Analyst, Technology and Engineering Contracting Officer's Representative (COR) certification or similar.
