Essential Duties & Responsibilities:

Position Summary:

The Certified Payroll Manager is responsible for leading and overseeing the company’s certified payroll and prevailing wage compliance function. This position ensures compliance with federal, state, local, customer, and project-specific payroll requirements, including Davis Bacon and prevailing wage regulations.

The Certified Payroll Manager serves as the primary resource for certified payroll matters and works closely with Payroll, Human Resources, Project Management, Field Administration, and other business partners to ensure employees are properly classified and compensated and all required reporting is completed accurately and timely.

This position is responsible for establishing consistent processes, providing guidance and training, resolving complex payroll compliance issues, supporting audits, and providing leadership and oversight to team members responsible for certified payroll activities.

Key Tasks and Responsibilities

  • Lead and oversee certified payroll and prevailing wage compliance across applicable projects and business units.

  • Ensure certified payroll reports are completed accurately and submitted in accordance with federal, state, local, customer, and project requirements.

  • Interpret and apply Davis Bacon, prevailing wage, wage determination, fringe benefit, and other applicable payroll requirements.

  • Review and provide guidance regarding employee classifications, wage rates, fringe benefit requirements, overtime, and other compensation requirements associated with prevailing wage work.

  • Establish and maintain processes and controls to ensure consistent certified payroll administration and compliance.

  • Monitor changes to wage determinations and prevailing wage requirements and communicate changes to appropriate stakeholders.

  • Partner with Project Management and Field Administration during project startup to identify certified payroll, prevailing wage, reporting, and documentation requirements.

  • Provide guidance to project teams regarding worker classifications, wage determinations, fringe benefits, and other certified payroll requirements.

  • Oversee the review and resolution of payroll discrepancies involving classifications, wage rates, hours, overtime, fringe benefits, or other certified payroll requirements.

  • Serve as the primary point of contact for complex certified payroll and prevailing wage questions and escalate legal or regulatory matters when appropriate.

  • Lead and support certified payroll and prevailing wage audits, including coordinating documentation, responding to requests, researching discrepancies, and implementing corrective actions.

  • Maintain appropriate documentation and recordkeeping practices to support compliance and audit readiness.

  • Develop and maintain certified payroll procedures, guidelines, tracking tools, and reporting.

  • Identify opportunities to improve processes, increase efficiency, strengthen internal controls, and reduce compliance risk.

  • Develop and provide training to Payroll, Field Administration, Project Management, and other employees involved in certified payroll processes.

  • Lead, develop, and provide direction to employees responsible for certified payroll activities, including establishing expectations, reviewing work, providing feedback, and supporting employee development.

  • Monitor workload and project needs to ensure appropriate coverage and timely completion of certified payroll responsibilities.

  • Partner with Payroll, Human Resources, Finance, Legal, and operational leadership to address payroll compliance issues and implement consistent practices.

  • Maintain confidentiality of employee payroll and personal information.

  • Perform other duties and responsibilities as assigned.

Education/Experience

  • Bachelor’s degree in Accounting, Finance, Business, Human Resources, or a related field preferred. Equivalent relevant experience may be considered.

  • Five or more years of payroll, certified payroll, or payroll compliance experience preferred, with previous leadership or supervisory experience.

  • Construction industry experience strongly preferred.

  • Strong knowledge of certified payroll, prevailing wage, Davis Bacon requirements, wage determinations, and fringe benefit requirements.

  • Experience working with multi-state payroll and varying state and local prevailing wage requirements preferred.

  • Experience supporting payroll or regulatory audits preferred.

  • Strong understanding of payroll practices, wage and hour requirements, employee classifications, and payroll recordkeeping.

  • Strong analytical and problem-solving skills with the ability to research and resolve complex payroll compliance issues.

  • Strong organizational skills with the ability to manage multiple projects, priorities, and deadlines.

  • Strong written and verbal communication skills with the ability to communicate complex requirements to employees and leaders at various levels of the organization.

  • Proficiency with Microsoft Excel and payroll, ERP, certified payroll, or reporting systems.

Physical Demands

  • Ability to safely and successfully perform the essential job functions consistent with the ADA,

FMLA, and other federals, state, and local standards, including meeting qualitative and/or

quantitative productivity standards.

  • Ability to maintain regular, punctual attendance

  • Repetitive motion, substantial movements of the wrists, hands, and/or fingers

  • The worker is required to have close visual activity such as: preparing and analyzing data and figures, transcribing, and viewing a computer terminal

  • Requires sedentary work that involves walking or standing some of the time
