The Department of Housing, Buildings and Construction (HBC) enforces statewide standards for building construction. The Elevator Inspection Section approves plans, specifications, and issues permits for the installation of all new, altered or relocated elevators freight elevators, escalators, moving walks, dumbwaiters, material lifts, stairway chairlifts, wheelchair lifts, vertical reciprocating conveyors, and other related devices to be installed in public or residential applications.

This position requires a Certification of Competency, which is administered by HBC. HBC will offer the test on October 15, 2026, at 1:00 p.m., at 500 Mero Street, Frankfort, KY 40601. Key Responsibilities:

  • Inspects and issues certificates of operation on a yearly basis.

  • Inspects existing elevators and related equipment to verify state code governing conveyances.

  • Investigates any incidents or accidents involving elevators, escalators, moving walks, and related equipment.

  • Makes recommendations for corrections needed discovered during an inspection. Conducts follow-up inspections to verify compliance.

  • Investigates consumer complaints, documenting findings and preparing reports.

  • Prepares and maintains reports.

Skills and abilities include, but are not limited to:

  • Proficient communication skills.

  • Possess sufficient technical knowledge or elevators.

  • Proven abilities to management multiple projects.

  • Conduct effective code research.

  • Demonstrates attention to detail.

  • High level of customer service.

  • Qualified Elevator Inspector (QEI) Certification

  • HBC Certification of Competency

Minimum Requirements

EDUCATION:High School graduate.

EXPERIENCE, TRAINING, OR SKILLS:Three years' experience as a state Elevator Inspector II OR three years' experience in the construction, installation or maintenance and repair of elevators and their appurtenances.

Substitute EDUCATION for EXPERIENCE:Additional education in engineering, engineering technology or related field will substitute on a year for year basis. OR completion of the National Elevator Industry Education Program (NEIEP) OR completion of the National Association of Elevator Contractors Program (NAEC) will substitute for the above experience.

Substitute EXPERIENCE for EDUCATION:NONE

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):Must possess a valid driver's license prior to employment in this job classification. Must hold a certificate of competency as an elevator inspector from the Kentucky Department of Housing, Buildings and Construction, and ASME QEI-1 Certification.https://apps.legislature.ky.gov/law/statutes/chapter.aspx?id= 38087Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification.
