Description

The Kentucky Board of Emergency Medical Services (KBEMS) is a State Regulatory agency that oversees the operation of Emergency Medical Services in Kentucky. KBEMS provides regulatory oversight for more than 220 EMS agencies, 186 training and education institutions, and 15,000 certified licensed providers across the Commonwealth. The Board consists of 13 members. Additionally, there are four committees and several subcommittees made up of Board members and volunteer subject matter experts in the specified area of interest.

The ideal candidate will need to be self-motivated and able to communicate by phone, email, and in person with licensees, the public, board members, and legal staff. This position requires strong analytical and comprehensive skills, earned from both education and professional experience, to interpret statutes and regulations for the board, public, and licensees to carry out the work of the Board.

This position is responsible for the following duties:

• Conducts inspections related to the licensing of EMS providers as required by state regulations. Determines the continuation or cessation of an EMS provider's services.

• Provides technical and consultative assistance to local agencies, officials, and personnel related to the development and improvement of EMS operations and the licensing of EMS providers.

• Assesses the availability and quality of continuing education and training programs in assigned region. Assists in the planning and implementation of training required for EMS personnel.

• Provides technical assistance to eligible candidates for the state grant fund program.

• Attend district and regional meetings as required. Serves as liaison between EMS providers and the Kentucky Board of Emergency Medical Services (KBEMS). Carries out directives of KBEMS.

• Performs other administrative duties as necessary.

Preferred Skills and Abilities:

• Professional experience in emergency medical services operations

• Experience in conducting inspections

• Excellent verbal and written communication skills

• Proficiency in Microsoft Office products, including Word, Excel, Outlook, and PowerPoint required

• Ability to multitask

• Excellent organizational skills and detail-oriented

• Knowledge of Emergency Medical Service Statute and regulation.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Three years of experience in emergency medical services, inspection, or investigative work.

Substitute EDUCATION for EXPERIENCE:A master's degree in emergency medical services or other related medical field will substitute for two years of the required experience.

Substitute EXPERIENCE for EDUCATION:Additional experience in emergency medical services, inspection or investigation fields will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):Must possess a valid Kentucky Advanced Emergency Medical Technician (EMT) or Paramedic License.https://kemsis.ky.gov/lms/public/portal#/lookup. Must complete National Certified Investigation and Inspector Programming, Applied Investigative Techniques Program within first year of employment. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.

Working Conditions

Incumbents working in this job classification will perform duties in an office setting, outside agency facilities, and in ambulances and aircraft. Travel will be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
