Minnesota Management and Budget (MMB) is seeking a Finance Analyst to support the financial operations of the State Employee Group Insurance Program (SEGIP) and Public Employees Insurance Program (PEIP). This role is responsible for preparing financial statements, conducting internal audits, developing financial models, and supporting budgeting and forecasting activities for programs serving more than 170,000 members statewide. The Finance Analyst ensures financial data is accurate, compliant with accounting standards, and useful for decision-making, procurement strategies, and collective bargaining.

The Finance Analyst works closely with the Finance Manager, Employee Insurance leadership, vendors, and partners across state government to validate financial information, maintain strong internal controls, and provide actionable analyses. This role plays a key part in supporting SEGIP’s $1 billion annual program and PEIP’s statewide operations.

Job duties for this position include:

  • Preparing quarterly and annual financial statements for SEGIP, PEIP, and pretax programs by compiling, validating, and analyzing data from SWIFT, SEMA4, Benefit Billing, plan administrators, and data warehouse systems.

  • Supporting annual budgeting and forecasting by building projections, monitoring financial performance, tracking vendor rebates, and preparing variance explanations for management.

  • Conducting internal audits of SEGIP and PEIP fiscal and operational functions, reviewing accounting controls, documenting findings, and monitoring corrective actions to ensure compliance with laws, regulations, and accounting standards.

  • Developing and maintaining financial models to assess benefit design impacts, eligibility changes, revenue and expenditure trends, and collective bargaining proposals—including sensitivity analyses, scenario modeling, and cost projections.

  • Completing special projects and ad hoc analyses such as executive briefings, legislative inquiries, and procurement evaluations, providing clear and actionable recommendations.

Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Minimum Qualifications

  • Three (3) years of experience performing financial reporting, auditing, or accounting analysis for a large organization.

Experience must include:

  • Preparing financial statements in accordance with generally accepted accounting principles (GAAP).

  • Conducting audits or compliance reviews, including verifying transactions, assessing internal controls or risk areas, and documenting findings with recommended corrective actions.

  • Building or maintaining financial forecasts or models, including structuring large datasets, applying assumptions, validating outputs, and performing variance analysis to support decision-making.

  • Proficiency with spreadsheet and data-analysis software sufficient to design and create detailed reports using various formulas and functions to organize and interpret large datasets.

Qualifications to be assessed during the interview process:

  • Strong communication and interpersonal skills sufficient to communicate financial information clearly, establish and maintain effective working relationships, and work cooperatively with managers, leadership, and cross-functional partners.

A bachelor’s degree in finance, accounting, or business administration field may substitute for one (1) year of experience. A master’s degree in the previously listed fields may substitute for eighteen months of experience. A doctorate degree in the previously listed fields may substitute for two (2) years of experience.

  • Bachelor’s degree or higher in finance, accounting, or business administration.

  • Experience supporting financial reporting, auditing, or budgeting within a state government or other large public-sector organization.

  • Experience using the Statewide Integrated Financial Tools (SWIFT) system or another large-scale accounting system to analyze and interpret fiscal data, extract data and perform ad hoc financial reports.

  • Experience working with SEMA4 to access, interpret, or reconcile payroll or benefits data.

  • Knowledge of insurance benefit administration and bargaining agreements rules and regulations and the states regulations relative to insurance benefit administration.
