THIS IS AN APPOINTED POSITION. THE APPOINTMENT STARTS ON WEDNESDAY, DECEMBER 2, 2026.
Direct and supervise the budgeting process, fiscal management, purchasing, facilities management including security coordination and inventory management, and coordinate the phone pool response system for the Office of the State Auditor (OSA). Ensures compliance with all applicable laws, policies, procedures, and processes, and administers and controls the fiscal activities of the OSA budget, purchasing, inventory, accounts payable, accounts receivable, financial reporting, payroll, and contract management activities. This position acts on behalf of the State Auditor in advocating for the OSA during the legislative budgeting process.
Minimum Qualifications
-
Bachelor's degree in Public Policy, Public or Business Administration, Public Finance, or closely related field.

Five (5) years of supervisory or managerial financial management experience focused on public financing, governmental accounting or public financial management including budget monitoring, financial analysis or auditing.

Demonstrated abilitiy to communicate effectively, both verbally and in writing.
-
Professional knowledge of Excel to create and maintain financial spreadsheets.
-
Expert knowledge of budgeting princples to prepare, analyze, monitor, and review budgets.
Preferred Qualifications
-
Experience with the State of Minnesota's financial system (SWIFT) and payroll system (SEMA4).
-
Knowledge of state legislative process; public policy-making processes; and state governmental structure and functions.

Experience in a central budget office for a government entity.

Demonstrated ability to communicate complex financial topics to senior level agency staff, legislators, legislative staff, and other professionals.

Experience as a subject matter expert and ability to testify in hearings before the legislature.
Physical Requirements
- Requires occasional transport of less than 10 pounds, along with the ability to move through work space and maintain a stationary position through out the work day.
