This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

The position serves as one of two Assistant Budget Directors, with primary responsibility for agency-wide grant management, federal funds oversight, and non-state highway capital programs. It provides leadership and daily supervision to the Grant Support and Financial Planning & Analysis units. Key responsibilities include:

  • Leading agencywide grant oversight, setting guidelines, ensuring federal and state compliance, coordinating with internal stakeholders, and directing the Grant Steering Committee.

  • Overseeing federal budget management, ensuring alignment with laws and policy, coordinating federal funding strategy, and supervising staff who manage federal indirect and overhead rates.

  • Directing development of the department’s capital budget and supporting informed decision-making through clear communication and strategic alignment.

  • Managing capital investment cash-flow forecasting, spending assumptions, cash-position analysis, and long-term debt-service forecasting for Trunk Highway and General Obligation bond programs.

  • Supporting the CFO, Controller, and Budget Director in all aspects of budgeting, financial planning, and preparation of finance-related policy options for leadership and external partners such as the Legislature, Governor’s Office, and Minnesota Management and Budget.

Minimum Qualifications

Two years of managerial experience OR three years of professional supervisory experience OR four years of advanced professional experience that demonstrates:

  • Grants experience administering and managing compliance with federal, state, and other administrative and financial management requirements.

  • Experience analyzing fiscal issues, developing and evaluating solutions, advising management on recommended strategies, and ensuring compliance with relevant state and federal laws.

  • Experience with the legislative process to include monitoring, analyzing, and advising on fiscal public policy topics, regulations, bills, or laws.

  • Experience developing and managing large and complex budgets.
