Full job description

Description

We are looking for an experienced Product Manager to connect disaster recovery operations with software delivery. This is ideal for someone who can turn complex field processes, compliance obligations, and reimbursement needs into clear product direction for development teams. The role focuses on supporting real-world operational execution by defining practical system functionality that improves service delivery, documentation quality, and regulatory alignment. Need to have detailed knowledge of Stafford act, FEMA, and HUD DR programs.

Responsibilities:

  • Convert operational priorities from disaster recovery and debris management teams into detailed product requirements, workflows, and implementation-ready documentation.

  • Lead discovery sessions with field personnel, program leadership, contractors, and internal stakeholders to uncover needs, clarify business rules, and define expected outcomes.

  • Build and maintain user stories, acceptance criteria, process diagrams, and backlog items that give developers and QA teams a clear path for execution.

  • Rank product enhancements and feature requests by weighing user impact, compliance exposure, reimbursement considerations, and business value.

  • Act as the central point of coordination between operations teams and software delivery groups throughout planning, development, testing, and release activities.

  • Observe field operations directly to understand how work is performed in practice, identify inefficiencies, and recommend system improvements grounded in actual usage.

  • Ensure product functionality supports documentation, reporting, audit readiness, and program requirements tied to disaster recovery and reimbursement processes.

  • Participate in sprint planning, backlog refinement, user acceptance testing, and release preparation to help deliver solutions that meet operational and regulatory expectations

Requirements • At least 7 years of experience in product management, product ownership, business analysis, business systems analysis, or a closely related function.

  • Background supporting disaster recovery, emergency response, debris operations, infrastructure services, environmental services, engineering consulting, or similar operationally driven industries.

  • Proven ability to gather business needs and convert them into detailed functional specifications, user stories, and acceptance criteria.

  • Experience translating complex field or operational workflows into software solutions that can be implemented effectively by technical teams.

  • Working knowledge of Agile delivery practices, including backlog management, sprint collaboration, and iterative product development.

  • Familiarity with tools such as Jira for backlog administration, issue tracking, and coordination across cross-functional teams.

  • Understanding of compliance, documentation, audit, and reimbursement requirements associated with disaster recovery or related programs.

  • Strong communication skills with the ability to work effectively with field users, project leaders, developers, QA teams, and executives. Technology Doesn't Change the World, People Do.®
