Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Schofield Barracks, Hawaii.

Duties

  • Serves as Chief, Personnel Support Section for the 30th Signal Battalion and Network Enterprise Center as a consultant to the Battalion Commander and staff on personnel resource programs.
  • Provides full scope of technical civilian Human Resources (HR) and military personnel management for the 30th Signal BN. Works under the general direction of the Executive Officer.
  • Supervises one senior military NCO as a subordinate section supervisor, three military personnel support specialists and two civilian employees.
  • Provides oversight for the Risk Management Internal Control Program (RMICP)

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Developing organizational policies and procedures including recruitment actions, awards, and performance management; Preparing manpower reports that impact cost, operational methods, and allocations; Overseeing personnel programs to include personnel records, maintenance, database management, in and out processing, and civilian evaluations; and Evaluating work performances to give counseling to employees and managers.

If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. Must be able to obtain and maintain a Secret security clearance. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Civilian Human Resource Management Career Program position aligned under the Human Capital & Resource Management Career Management Directorate. COLA Statement: Federal employees in Honolulu County, Hawaii are currently entitled to receive a 8.64% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.
