Job Description:

This $1.8+ billion contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) and certain reimbursable programs, the FAA NextGen Program, national security programs and aviation safety. Specifically, work includes site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, drafting, contract surveillance, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.
Parsons is looking for an amazingly talented Technical Specialist (Pavement/Materials) to join our team! In this role you will get to lead the empirical evaluation, modeling, and optimization of runway materials systems and experimental pavement designs to evaluate long-term pavement durability, load distribution, and structural stress behaviors without performing structural engineering signing/stamping duties.
What You'll Be Doing:
-
Experimental Design & Optimization: Formulate advanced statistical frameworks using Design of Experiments (DOE) , Response Surface Methodology (RSM), and factorial layouts to evaluate new runway material mixtures, paving interlayers, and subgrade stabilization techniques.
-
Predictive Data Modeling: Apply computational models to predict structural distress, rutting, cracking, and hydroplaning risks across different runway pavement layers based on extreme aircraft load cycles and simulated climate patterns.
-
Materials Research: Analyze the physical and chemical properties of innovative aggregate baselines, smart geosynthetic interlayers, and crushable concrete technologies (like EMAS components).
-
Collaborative Analysis: Synthesize field data and laboratory analytics to provide data-driven recommendations to civil aviation authorities, project directors, and engineering firms for improving runway life cycles.
-
Grant & Academic Output: Author technical whitepapers, research findings, and external grant proposals to secure capital for airport infrastructure longevity studies.
What Required Skills You'll Bring:
-
Education: Bachelors in Material Science, Applied Statistics, Data Analytics, Transportation Planning, or a closely related scientific field.
-
Technical Expertise: Advanced competency in statistical modeling software (SAS, R, MATLAB), GIS mapping tools, and data interpretation framework tools.
-
Industry Knowledge: Deep theoretical understanding of multi-layered pavement systems, stress-strain behavior profiles, and FAA/ICAO international aviation regulatory standards.
-
Note: Professional Engineer (PE) license is not required, as the role focuses strictly on research, statistical modeling, and data evaluation rather than structural verification.
What Desired Skills You'll Bring:
-
Education: Ph.D. or Doctorate in Material Science, Applied Statistics, Data Analytics, Transportation Planning, or a closely related scientific field.
-
Experience modifying existing design configurations to achieve requirements
-
Work with construction personnel to define parameters and assess material receipts for compliance
-
Focus on the core chemistry, mathematics, modeling, and data analytics behind these complex materials.
Security Clearance Requirement:
