Summary
The incumbent will serve as a Team Leader within the Privacy, Civil Liberties, and Freedom of Information (PCLF) directorate. As a Lead Government Information Specialist, the incumbent serves all components of DCSA as well as its customer agencies, with a special emphasis on Personnel/Industrial Vetting and/or related information systems. The incumbent will be primarily responsible for privacy compliance (retention, assessments, and disclosures) of DCSA records. Visit www.dcsa.mil to learn more.
Duties
As a LEAD GOVERNMENT INFORMATION SPECIALIST you will be responsible for the following duties: Reviewing Privacy Impact Assessments, Privacy Risk Analyses, Privacy Act Statements for information collections, and required documentation for publications in the Federal Register. Reviewing, drafting, and implementing policies related to FOIA and Privacy program operations, records management, system of records notices, and the protection of personally identifiable information (PII). Facilitating the casework and special project efforts of personnel within the branch and the direction of quality oversight and training of personnel. Compiling statistical data to ensure the quality control of various workloads to identify areas of strengths and potential weaknesses needing improvements. Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience working with Freedom of Information and Privacy Acts and DOD instructions and regulations related to the FOIA and Privacy Act program; Experience with personnel vetting missions and operations and extensive knowledge of the associated authorities; Experience with records management/retention, information sharing, and IT systems; Experience implementing project leadership and workload management skills (to include training or post-audit activities); and Experience compiling and analyzing statistical data to formulate recommendations and/or conclusions. Program Management- Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. 5. Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 6. Strategic Thinking- Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organization goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
