PURPOSE OF DIVISION The purpose of the Infrastructure Division is to manage the life cycle of the infrastructure assets at the Houston Airports (HAS) and ensure the on-time delivery of capital renewal projects. The Infrastructure Division supports the safe, secure, efficient, operation and the five-star service of the three HAS airports. This support is done through effective asset management, project controls, design management, and project delivery.

PURPOSE OF THE POSITION Performs administrative duties in reviewing and investigating compliance with specific sections of contractual agreements according to regulations established by Municipal, State and Federal codes. The Senior Contract Compliance Officer will be responsible for working with HAS Legal to review and develop McGregor Letters in response to complaints filed on behalf of third-party contractors. "Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date." The SENIOR CONTRACT COMPLIANCE OFFICER responsibilities include, but are not limited to:

  • Conducts on-site interviews with City contractors, vendors, service suppliers, and their employees and references, to monitor compliance with contract regulations. Audits contractors' payroll, financial statements and tax records to verify compliance with contract regulations.

  • Compiles data and prepares regular and periodic reports as requested.

  • Disseminates information about program requirements to contractors, the public and outside agencies through workshops, seminars, and telephone and office walk-in inquiries.

  • Provides technical assistance to and may train Contract Compliance Officers as requested.

  • Reviews and records final clearance in accordance with Labor Compliance Standards.

  • Monitors and enforces prevailing wage payments by City construction contractors for compliance with municipal, state and federal regulations by auditing payrolls, conducting site visits, observing worker performance, and investigating wage violations.

  • Monitors and reviews McGregor Letters submitted by subcontractors and provide corresponding feedback in response to demand letters directed to Houston Airports.

WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditioning. Requires the ability to make simple gross motor responses within large tolerances. EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration, Liberal Arts or a related field.

Responsible, professional administrative experience may be substituted for the above education requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS One year of responsible, professional administrative experience is required.
